Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The main aim of the FAO Representation in Cambodia is to assist government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. 

The FAO Representation in Cambodia is developing FAO’s Country Programming Framework (CPF) 2024-2028 as well as contributing to the development of United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024 – 2028, and providing technical assistance to the Government counterparts to develop relevant strategies and action plans. FAO Representation in Cambodia is implementing several projects and programmes under the six thematic areas, namely Food Systems Governance; Agriculture Value Chains; One Health and Livestock Production; Fisheries; Forest, Land and Water; and Data and Digital Transformation.

Reporting Lines

The Technical Specialist (Monitoring and Evaluation OHLP Programme) will work under the overall supervision of the FAO Representative in Cambodia and the direct supervision of the Technical Adviser (Animal Health). The Specialist will work in close collaboration with the other members of the One Health and Livestock Productions.

Technical Focus

The Specialist will be responsible for the development, update and implementation of the Monitoring and Evaluation strategy of the One Health and Livestock Production thematic. In addition, the Specialist will provide technical advice to relevant Government agencies on the development of an M&E strategy and system and develop and supervise training and capacity development to staff of those Government agencies.


Tasks and responsibilities

The Technical Specialist (Monitoring and Evaluation OHLP Programme) will:

•    Supervise and support the M&E data collection and analysis for the FAO One Health and Livestock Production (OHLP) programme, to guide project development and implementation.
•    Provide M&E-related technical advice, based on programme needs.
•    Assist with developing project-based theory of change (ToCs), particularly for new project proposals.
•    Assist with drafting and updating logical frameworks for OHLP programme project proposals and projects.
•    Assist in developing impact, outcome, and coverage indicators for the OHLP programme, and ensure that indicators are established, agreed and documented during the project inception phase, and incorporated in logical frameworks.
•    Review M&E data from project teams, focusing on data consistency, integrity, and accuracy.
•    Support project progress reports, terminal reports, and other technical reports related to the OHLP portfolio.
•    Respond efficiently to data requests from project coordinators, OHLP programme leaders, and country and regional offices.
•    Prepare M&E-related presentation materials.
•    Contribute to the compilation of routine data at regional level according to RAP requirements from (ECTAD) country teams.
•    Identify achievements from ongoing project data and reports under the OHLP programme and coordinate with the OHLP and ECTAD regional communications team for showcasing project successes.
•    Assist with preparing and compiling monitoring and evaluation materials for meetings and workshops.
•    Carry out other related activities as requested.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements  
  
•    University degree in business administration, economics, statistics or another discipline relevant to the mandate of the organization
•    At least 5 years of relevant experience in monitoring and evaluation of projects/programme related to OHLP thematic areas including Food Systems Governance; Agriculture Value Chains; One Health and Livestock Production; Fisheries; Forest, Land and Water; and Data and Digital Transformation.
•    Working knowledge English
•    National of Cambodia
