Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to more efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The main aim of the FAO Representation in Cambodia is to assist government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. FAO Representation in Cambodia is implementing several projects and programmes under the six thematic areas, namely Food Systems Governance; Agriculture Value Chains; One Health and Livestock Production; Fisheries; Forest, Land and Water; and Data and Digital Transformation.
Reporting Lines
The Technical Specialist (GIS) reports directly to Technical Specialist (MRV for FOLU sector) and works under overall supervision of FAO Representative (FAOR) in Cambodia. He/she receives technical guidance from the Lead Technical Officer (LTO) based in the FAO Regional Office for Asia and the Pacific (RAP) and works in close collaboration with the focal point(s) and team members of FAO Cambodia’s thematic areas of Forest, Land and Water and counterparts of MOE and MAFF.
Technical Focus
Satellite image and geospatial data analysis, forest degradation analysis, and near real time monitoring using geospatial platform such as System for Earth Observation Data Access, Processing, and Analysis for Land Monitoring (SEPAL).
Tasks and responsibilities
The Technical Specialist (GIS) will carry the following tasks:
Land Cover Map and Activity Data:
• Review FNF 2024 map to identify over- and under-estimation of forest areas and make necessary edits;
• Contribute with the editing process of the land cover map (on-hands editing) and provide a step-by-step guideline for the editing process;
Sample Based Assessment (SBA):
• Develop an interpretation key, including clear guidelines and examples to support the interpretation of 22 nationally defined land cover classes;
• Support the development of the land cover map and land use change data;
• Design a Collect Earth Online (CEO) survey to support validation of the activity data and assist in the management of the user groups;
Forest Degradation Analysis and Near Real Time Monitoring:
• Support development of an interpretation key, including clear guidelines and examples to support the identification of forest degradation;
• Support interpretation of sample points to assess forest degradation using high-resolution imagery in CEO;
• Assist in the design of the Collect Earth Online (CEO) survey and assist in the management of the user groups in interpretation;
• Support preparation of step-by-step guidelines for NRT analysis in SEPAL for protected areas in Cambodia, including post-processing procedures;
Cross Cutting Tasks:
• Support the coordination with the LULC TWG and support the organization of technical meetings, development of training materials and planning of field work for landcover mapping and forest degradation analysis;
• Maintain a record of reference documents, database, decisions, and meetings with various stakeholders;
• Perform any other tasks as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in GIS, Geography, Remote Sensing, Environmental Sciences or related field
• At least 5 years of relevant experience in satellite image analysis, geospatial data and metadata management and processing, cloud-computing platforms (e.g., SEPAL, Google Earth Engine)
• Working knowledge of English
• National of Cambodia or resident of the country with valid work permit
