Setting and ReportingThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The UNEP’s Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy and strengthening the environmental management capacity of developing countries and countries with economies in transition. This position is located at the North-West Pacific Action Plan (NOWPAP) in Busan, Republic of Korea, at the duty station, and reports to NOWPAP Programme Officer (P3), also based at the same duty station. In the absence of P3, the incumbent reports directly to NOWPAP Coordinator (P5), based in Toyama, Japan. The incumbent will perform the following duties: Responsibilities• Liaises with local companies and vendors for goods and services; assists in administrative arrangements for conferences, events, and meetings, including translations. The communication will have to be limited to simple follow-ups on behalf of the NOWPAP team and informal interpretation and translation in view of the language barrier. • Supports contacts and coordination with the hosting institute of Busan office of the NOWPAP Regional Coordinating Unit (RCU), assists other NOWPAP team members in maintaining the liaison with the host and other organizations both in Korea and other countries as required by preparing standard communication products, arranging meetings, and follow-up. • Performs a wide range of office support and administrative functions for professional, HR, and financial staff. Assists in other related duties as required, e.g. travel arrangements; procures and provides maintenance for RCU office equipment; regularly updates the inventory of assets (both procured by NOWPAP and provided by the host government and institutions) and other non- expendable property; and coordinates inventories with relevant offices in UNEP headquarters. • Acts as the Petty Cash custodian for RCU Busan office and manages petty cash effectively. • Responds or drafts responses to routine correspondence and other communications; drafts relevant correspondence and communication related to programme/project administration and other issues related to NOWPAP operation and project implementation, assists in communication with NOWPAP Regional Activity Centres as a contact point for periodical reports following the set conditions by their respective legal instruments with UNEP; and uses standard word processing packages (Microsoft Word, Outlook, etc.) to produce a required variety of large, complex documents and reports. • Monitors processes and schedules related the NOWPAP’s outputs, products, tasks; where applicable, assists in the verification of receipt and accuracy of requisite documents, approvals, signatures to ensure compliance with relevant legal, financial and other requirements. • Researches, compiles and organizes information and reference materials from various sources for reports, work plans, studies, briefings, meetings/conferences. • Generates a variety of standard statistical and other reports, work orders, using various databases; assists, where relevant and in accordance with assigned by UNEP roles, in managing NOWPAP information in the UN systems up-to-date, e.g. UMOJA (a global corporate solution that is enabling efficient and transparent management of the United Nation Secretariat's financial, human and physical resources), Partners Portal, IPMR (a solution within UMOJA – Integrated Planning, Management and Reporting tool). • Provides secretarial, administrative and logistics support to meetings, boards, committees, conferences, etc., assists in preparation of Inter-governmental Meetings (IGMs) and other international meetings/events hosted or participated by NOWPAP; supports the logistic organization of meetings within and outside the RCU as requested by NOWPAP Coordinator, Programme Officer (P3), and Programme Management Assistant (G6). • Assists in the preparation of presentation materials using appropriate technology/software, e.g., Microsoft PowerPoint. • Maintains calendar/schedules; monitors changes and communicates relevant information to appropriate staff inside and outside the immediate work unit. • Updates and maintains large distribution lists; monitors, prepares and distributes various materials and reports, where possible using electronic formats; handles arrangement for printing and translation as necessary; coordinates shipment arrangements, courier services, etc. • Performs general administrative tasks (e.g., leave and attendance recording, arrangements for meetings and other events, reservations, budget follow-up), to include preparing and/or processing administrative requests/documents (e.g. requisitions, purchase orders, travel requests, contracts, expenditure authorizations, visa applications). • Supports missions/visits of NOWPAP Coordinator, Programme Officer and/or UNEP officials missions, provides informal interpretation whenever required (Korean-English-Korean) for smooth communication and travelling within Korea. • Supports international staff, other staff (e.g., United Nations Volunteers (UNVs), interns) and consultants in relations with local stakeholders including government officials, NOWPAP stakeholders (including NGOs and academia), service providers, including banking, health services, utilities, coordinates activities of interns and UNVs mobilized for the office. • Supports under guidance of NOWPAP Coordinator and/or Programme Officer the recruitment process when hiring UNVs, interns, drafting vacancy announcements, screening applications, setting up interviews. • Screens phone calls and visitors; responds to moderately complex information requests and inquiries (e.g. answers requests requiring file search), and as necessary, refers inquiries to appropriate personnel for handling; maintains files (both paper and electronic) and databases for NOWPAP RCU. • Assists in providing software and office equipment support in Korea. • Assists with the collection and analysis of data as well as the preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning, and decision-making. • Assists with visualizations and updating information material, aids in the production and delivery of information/communication products and services, serves as an information contact point on NOWPAP activities for the local news agencies, public relation firms, edits and drafts web articles and photos, and uploads (after clearance by NOWPAP Coordinator or Programme Officer) onto the NOWPAP website pages, and keeps the Korean pages in NOWPAP website up-to-date. • Following the UN Rules and Regulations, masters all the required training courses necessary to the jobs for the post, e.g., procurement, travel. • Performs other duties as assigned.
