I. MSF INTERNATIONAL
Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.
MSF International is the legal entity that binds MSF’s 24 sections, 27 associations and 18 branch offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.
II. POSITION BACKGROUND
Procurement of products and services is a critical activity for MSF operations and represents approximately half of MSF’s expenses. Therefore, MSF has undertaken significant efforts in recent years to strengthen and re-organize its procurement function, which have led to the creation of the Global Procurement Unit (GPU). The primary aim of the GPU is to streamline procurement activities and increase compliance, efficiency, and risk management.
Situated within MSF International Office, the role of the Global Procurement Unit is to lead global procurement strategies, to coordinate procurement efforts in the organization and to support the development of the procurement function across all MSF entities to efficiently contribute to MSF's social mission.
III. PLACE IN THE ORGANISATION
As part of the International Office Supply Chain team, the Supply Chain HR officer will:
Report hierarchically to the Supply Chain HR Project Manager.
Collaborate with other GPU and IO supply team members and the stakeholders involved in defining procurement staffing needs in the different Operational Centers (OCs).
Interact with other stakeholders within the MSF movement: Human Resources departments (administration, recruitment, pool management) and procurement stakeholders of the OCs.
IV. OBJECTIVES OF THE POSITION
The overall objective of this position is to contribute to MSF having a diverse supply and procurement workforce able to respond to the needs of MSF operational activities.
V. MAIN RESPONSIBILITIES
2. Participate in the implementation of MSF global procurement recruitment strategy.
Perform an analysis of the recruitment messages addressed to procurement profiles in the recruitment websites of the 5 OCs.
Support the deployment of the assessment of the procurement HR market.
Coordinate the publication of the global procurement workforce mapping and ensure there is sustainable system in place to keep it up to date.
2. Coordinate and provide support to the staffing of field intersectional supply and procurement positions.
Once a position has been confirmed (new position or renewal of existing one), liaise with the career and pool managers of the 5 OCs to find suited candidates among the existing pool of staff.
Liaise with line and functional managers as well as the concerned pool manager to facilitate the matching of internal candidates.
When necessary, open the positions for external recruitment liaising with the other MSF recruitment teams, depending on market targeted according to the profile searched.
For external recruitments, ensure a seamless and timely hiring process : manage all applications from triage of CVs to scheduling of test and interview phases.
Liaise with OC administration teams to provide a Compensation and Benefits package to selected candidates.
3. Facilitate the onboarding process for selected candidates, ensuring a smooth transition into their assignments.
Collaborate with HR department of the concerned OC to complete administrative tasks, such as contract signing and departure organisation (visa, medical check, briefings, etc.)
Coordinate with line and functional managers the orientation program that introduces new hires to MSF and to the position.
Gather feedback from new hires to identify areas for improvement in the onboarding process and continuously enhance its effectiveness.
