Post Context

The NATO Signal Battalion provides CIS services to deployed NATO HQs.

The Command Group provides the administrative support for Command & Control (C2) of the NATO Signal Battalion Headquarters (NSB HQ).

The Office of the Commander executes command and control over the NSB.

The incumbent is responsible for advising on Health and Safety issues and policy.

This post reports to: ODP GXGX 0010 - Commander, OF-4.

Principal Duties

He/she will:

1. Manage NSB processes and procedures in accordance with the NATO CIS Group Health & Safety Policy aimed at ensuring Battalion respect for relevant Occupational Safety & Health (OSH) legislation through:

Acting as OSH Advisor to the NSB Commander. Managing the implementation of OSH policy and programs aimed at ensuring NSB respect for relevant laws and OSH directives. Conducting of periodic and ad hoc H&S inspections of Battalion facilities and procedures iaw Group Policy, and prepare reports and suggests remedial action. Advising and overseeing the risk assessment process and management system to rectify conditions that pose OSH hazards. Acting as NSB representative to the NCISG Health & Safety Working Group under the functional lead of the Group Health, Safety and Infrastructure Officer (GHSI). Gathering and preparing NCISG H&S Policy mandated statistics and reports, and communicate to NCISG HQ accordingly. Conducting education and training efforts to reinforce familiarity with, and application of OSH norms, directives and pertinent EU and host-nation laws. Co-ordination with Battalion Budget Officer for acquisition of mandated OSH equipment and training. External co-ordination with HN Garrison personnel on OSH issues. Acting as the focal point for Battalion Staff on all OSH issues.

2. Act as the Battalion Officer of Primary Responsibility (OPR) for coordinating Battalion infrastructure activities.  Associated duties include:

Coordination and staffing with the GHSI, all Battalion input associated with Battalion Infrastructure project activities, including coordinating with HN Garrison staff involved in Infrastructure and Base Support Management (BSM) processes. Providing support to the GHSI Officer in the provision of Battalion input and guidance with regard to the associated operational infrastructure requirements.

3. Acting as the Battalion OPR, in functional support of the GHSI and NCISG LegAd, for Battalion Garrison Support Arrangements (GSA).  Associated duties include:

Coordination and staffing of Battalion Garrison Support and Real Life Support (RLS) provision. Coordination of Battalion Joint Coordination Group (JCG) and Security Board (SB) meetings in accordance with the JCG and SB ToRs under the relevant GSAs. Conducting appropriate NCISG and Battalion reporting on Garrison Support Arrangement (GSA) service delivery. Corresponding and tracking Battalion JCG/SB actions.

 

Special Requirements and Additional Duties

Mandatory Deployment Post:

The incumbent may be required to perform like duties elsewhere within the organisation as directed. The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO's boundaries. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

 

Essential Qualifications

Higher Secondary education and intermediate vocational training in occupational health, health and safety or related discipline  leading to a formal technical or professional certification with 2 years function related experience, or Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience. 2 years post related experience and completed intermediate level HN vocational training leading to a professional qualification, or, professional accreditation with 4 years post related and 2 years function related experience. Qualification, knowledge and experience in the field of Host Nation and European OSH Management Systems, regulations and standards. HN (Battalion HQ location) recognized OSH Management and Systems qualification. Knowledge of EU and familiarity with host-nation laws (especially the laws of the incumbent's NSB location) regulating occupational health and safety. Experience of practical implementation of OSH policies.

Language

The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English; therefore, the professional fluency in this language is required.

The Host Nation language in Peacetime Location.

He/she will be required to work in a normal NATO office environment.

Contract

This is a Nationality Undetermined (NU) Military post that will be filled temporarily with a NATO International civilian, for a limited duration of two years. Beyond this point, subsequent contracts may be offered, but are not guaranteed.

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a two year definite duration contract as it is Military NU post to be filled temporarily by a civilian.

Grade

NATO grade G10.

Notes for candidates

The candidature of NATO redundant staff at grade G10 will be considered with priority.

Applicants who are not successful in this competition may be offered an appointment to another post of a similar nature, albeit at the same or a lower grade, provided they meet the necessary requirements.
