In the Europe and Central Asia region (ECAR), UNICEF is increasingly engaged in providing analytical and technical support in public financial management (PFM) and child poverty analysis in order to leverage domestic public financial resources for greater, more equitable, and more sustainable results for children. The purpose of this position is therefore to support the acceleration of UNICEF’s efforts in Central Asia in the areas of public finance for children (PF4C) and child poverty reduction, including through hands-on analysis and technical assistance and through dedicated capacity building efforts for UNICEF country offices and governments (national and subnational).

How can you make a difference?

Under the supervision of the Regional Advisor for Social Policy and Economic Analysis (Geneva-based), you will provide oversight, quality assurance and technical support to the PF4C and child poverty work carried out by UNICEF country and regional offices, with a focus on Central Asia and the Caucasus, and support their efforts to leverage greater, more effective, and equitable domestic public investments in children. You will provide staff and government capacity development, technical guidance, knowledge management, and strategic partnership support to UNICEF engagements in Central Asia and the Caucasus related to child poverty and public finance for children, in order to improve the enabling environment and remove PFM related causes and barriers to achieving results for children. In addition, the position will contribute to generate regional level knowledge on PF4C and child poverty for advocacy purposes with a wide range of partners, and develop and expand regional partnerships in the areas of PF4C and child poverty.

You will also routinely liaise with Social Policy; Planning, Monitoring and Evaluation; and sectoral staff in country and regional offices (based on demand), as well as networking with subject experts externally (e.g., IFIs, donor partners). The position will focus on support to countries in Central Asia and the Caucasus, though support in other countries in the region is possible.

To qualify as an advocate for every child you will have…

Advanced university degree in Economics and/or Public Finance is preferred. Advanced university degree in Public Policy and/or Administration or other relevant discipline will be considered. Minimum of five years of progressive, professional work experience in applications and advisory related to applied economic analysis, child poverty analysis, budgeting, public financial management, and/or sector financing, in national and international settings. Strong understanding of and experience with public finance reforms in post-transition contexts. Hands-on experience with PFM issues required, and specific engagement with public finance in decentralized contexts is a strong advantage. Experience in budget analysis, costing and developing investment cases in key sectors for children such as health, education, and social protection are an asset. Experience in designing and implementing Public Expenditure Review, Pubic Expenditure Tracking Survey, and poverty and social impact analysis tools is an asset. Proven experience with capacity development of partners is a strong advantage. Publication record in areas related to public finance and/or child poverty preferred. Fluency in English and Russian is required. Knowledge of other languages relevant to the sub-region is an added advantage.
