Project Description USAID’s U.S.-Philippines Partnership for Skills, Innovation, and Lifelong Learning (UPSKILL) Program aims to strengthen the Philippine higher education system to support broad-based and inclusive growth. It will do this by strengthening the innovation capacities and workforce development functions of Philippine higher education institutions (HEIs) through faculty development, curriculum improvements, and engagement with industry and international partners, as well as overall improvements in HEI management and administration. UPSKILL will also support an enabling regulatory and policy environment to improve governance in the sector and provide convergence platforms for local stakeholders to work together in achieving shared development goals. In partnership with the Second Congressional Commission on Education (EDCOM 2), UPSKILL will support EDCOM 2 to fulfill its mandate of conducting a 10-Year Workforce Development Plan with the end view of making the Philippine labor force responsive to the key industries and sectors driving the country’s economic development. As key input to the planning process, EDCOM2 seeks to gather together a panel of experts to identify the economic sectors and/or industires that will be prioritized for consideration and inclusion to the 10-Year WFD Plan based on but not limited to the following filters and considerations: Magnitude/scale of workforce required; Economic potential and/or need of the country; and Urgency in the 10-year horizon. Assignment Description RTI is seeking a Senior Specialist for Labor Economics and Workforce Development Planning to design and lead the process for a series of FGDs with expert panels towards identifying the list of priority sectors/industries for inclusion to the 10-Year WFD Plan. Responsibilities The Senior Specialist for Labor Economics and Workforce Development Planning will work closely with the joint teams of the EDCOM2 Technical Secretariat, UPSKILL Project Team, and other technical partners of UPSKILL in the activity including external private sector consultants and multilateral agencies. The Consultant is expected to perform the following tasks: Provide guidance in the conduct of and lead the analysis of the desk review of existing government instruments and issuances related to workforce planning and development; Review international models and practices with which government agencies and other stakeholders formulate long-term and comprehensive workforce development programs to determine and respond to skilling, reskilling, and upskilling requirements of key economic sectors and drivers at the national and subnational levels; Design the process and formulate guide questions with technical partners for running at least a three-part series of FGDs with expert panels to identify and agree on the filters, considerations, and elements for identifying sectors to be prioritized and included in the 10-year WFD Plan. Expected Deliverables: Deliverable Estimated Schedule Framework and approach for the conduct of the FGDs November 2024 Process guide and suggested list of expert panels December 2024 Technical guidance and expert inputs in the conduct of the FGDs December 2024 to January 2025 Presentation of initial findings February 2025 Qualifications Master’s degree (minimum) in education, economics, public governance/administration, development management, public sector planning, or related fields is required. Have at least fifteen (15) years to twenty (20) years of experience in the field of public sector planning, workforce development, and labor economics. Demonstrate expertise and a deep understanding of the training, education and workforce development ecosystem of the Philippines. Have comprehensive knowledge and understanding of labor economics.
