Terms of Reference1. General Background
UNHCR Korea is considered one of the key markets for PSP, with the long-term growth potential to raise over $80 million in the coming years. In line with this strategy, UNHCR Korea set the Digital and Direct Response TV (DRTV) fundraising program expansion as the most important growth driver, bringing over 40% of PSP Korea’s acquisition revenue.
However, Korea has become an increasingly saturated and competitive private sector fundraising market, with various International Nonprofit organizations investing heavily in digital and Direct Response TV (DRTV) fundraising activities year by year.
Based on the PSP growth pathways, Digital and DRTV acquisition programs in UNHCR Korea are now assessed as in the ‘prepare’ pathway and aim to move forward to the ‘accelerate’ pathway by 2025. In this context, strengthening the capacity of digital and DRTV media execution for growth hacking is a critical factor in all areas required to achieve growth.
This new UNOPS LICA position at GS5 level will assist the PSP IG Associate (Digital & Direct-Response TV Fundraising) in achieving this goal by supporting digital and DRTV fundraising media execution and optimization to generate income. In addition, the position will promote strategies to reach a new audience through various Digital and TV media platforms/channels to expand the donor base.
2. Purpose and Scope of Assignment
Digital and DRTV Fundraising Media Execution and Optimization
• Assist to plan, develop and execute Digital and DRTV fundraising strategies and annual plans.
• Assist to implement all types of digital and DRTV fundraising campaign activities including Display Advertising (DA)/ Social Media Advertising / Search Engine Marketing (SEM) / Traditional TV and cross-media marketing / OOH (Out-of-home) advertising / Digital Influencer marketing.
• Manage target CPA (Cost per Action) for each media outlet, plan and implement A/B testing and Upsell program to achieve media performance optimization.
• Plan and support content development for Search Engine Optimization.
Digital and DRTV Media Performance Analysis & Reporting
• Monitor performances of all digital and DRTV fundraising activities as well as related market trends.
• Provide performance analysis reports on digital/social media fundraising results regularly and on an ad-hoc basis when needs arise, utilizing analytic tools such as Google Analytics/Google Tag Manager.
• Support web traffic strategy to drive more traffic and raise conversions.
Partnership and Supplier Management
• Work with various partners, media agencies, and suppliers for digital and DRTV programmes.
• Support administrative tasks including procurement, vendor contracting, and payments.
Perform other duties as required.
3. Monitoring and Progress Controls
The individual contractor will work for the UNHCR office under the direct supervision of PSP IG Associate (Digital & DRTV fundraising). The individual contractor will perform duty in a combination of office and flexible working environment in line with UNHCR Korea’s guidelines.
4. Qualifications and Experience
a. Education (Level and area of required and/or preferred education)
Completion of high school diploma or University degree in marketing, advertising, or communication preferred
b. Work Experience
- Minimum 2 years of relevant experience with High School Diploma; or 1 year of relevant work experience with Bachelor or equivalent or higher.
- Minimum 1 year of digital marketing experience. Previous work experience as Account Executive (AE) or content manager or marketing/ad specialist in online platform/media agency would be preferred.
c. Key Competencies
- Experience in delivering digital marketing campaigns;
- Experience in fundraising or income generation by marketing program implementation;
- Experience in producing digital/online content (e.g., online ad campaigns, blogs, videos, Facebook, ad-copy etc.);
- Knowledge of Google Analytics or other tracking tools for web analysis;
- Knowledge of web and specific software, including Microsoft Office software (e.g., HTML, Adobe Photoshop, Adobe Premiere);
- Excellent written and verbal communication skills both in Korean and English;
- Interested in humanitarian activities and international organizations.
