Context:

Under the direct supervision of the Global USRAP Coordinator, technical guidance of the Director of Migration Health Division, and in close coordination with Senior Migration Health Advisor, Global Health Security, for Centers for Disease Control and Prevention (CDC) related projects as well as with Senior Health Assessment Program Coordinator, and other technical counterparts in IOM Geneva, within the overall health assessment project framework, the successful candidate will oversee migration health aspects of IOM-implemented USRAP activities. He/she will also have a leading liaison role for migration health matters between the Bureau of Population, Refugees and Migration (PRM), CDC and IOM.

Core Functions / Responsibilities:

  1. Oversee and coordinate an annual plan of IOM Migration Health (MH) operation for US- bound refugees based on BPRM’s objectives for the given period.

  2. Oversee all migration health aspects of IOM USRAP implementation, work together with IOM HQ and field operations across all regions in the resolution of identified issues.

  3. Contribute to the preparation of USRAP Budget with regards to the health assessment programme, in coordination with Manila Administrative Centre (MAC), MHD resettlement operations and other relevant entities.

  4. Advise, liaise and consult BPRM and other US entities (e.g. CDC, RPC, RA, etc.) on Health Assessment-related strategy and policy development. In this respect, assist BPRM and partners to achieve their goals in managing Health Assessment challenges through meetings, information sharing, joint programme planning, etc. All mentioned activities to be performed in close coordination with the MHD Director and USRAP Coordinators, Chiefs of Mission (CoMs) and Migration Health Officers for countries where applicable.

  5. Develop concepts frameworks, guidelines and tools which will facilitate the successful implementation of the USRAP specific health assessment work, in a (post) COVID 19 context.

  6. Liaise with technical counterparts of CDC Atlanta on USRAP specific technical instructions and other related technical requirements and work closely with the Senior Migration Health Advisor, Global Health Security, the Senior health assessment program coordinator, and relevant regional and other field based colleagues on USRAP refugee health projects, including those the so called expanded health projects co-funded by CDC and PRM, and other relevant activities.

  7. Strengthen existing and, when necessary, develop new reporting and analytical instruments to describe the performance and cost-effectiveness of MH USRAP implementation, in close collaboration with IOM Migration Health Informatics Specialist and Epidemiologist and in response to possible requests from US partners.

  8. Represent the Organization and promote the IOM Health Assessment Programme services in meetings, workshops and international conferences; write reports, presentations and background documents on behalf of the IOM MH USRAP Team, as required.

  9. Contribute to regional and global plans as well as strategies for the enhancement of the IOM USRAP Health Assessment Programme and its place in the IOM strategic vision and overall SDGs.

  10. Oversee and seek improvements/solutions, when necessary, for IOM’s arrangements within the context of US domestic travel, in relation to health matters and refugee reception.

  11. Develop new USRAP Health Assessment activities and initiatives globally, as requested by the BPRM and in coordination with respective IOM Offices and Departments.

  12. Ensure that the training and staff development of IOM health personnel globally is included in the USRAP programmatic planning and take active part in the development of training opportunities in collaboration with relevant partners.

  13. Develop and implement a fundraising strategy, assist IOM offices globally in resource mobilization for Health Assessment activities, and maintain regular communication with partners in the donor community.

  14. Synthesize and analyze relevant data on USRAP Health Assessment activities globally and make relevant information available to BPRM. Manage the exchange of information, reports and programme updates.

  15. Undertake duty travel, as required, to establish and foster working relationship with IOM and USRAP counterparts globally. Duty trips will be coordinated with MHD.

  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree in Medicine, from an accredited institution with at least twelve years of relevant professional experience; or

• University degree in Medicine, from an accredited institution and a Master’s degree in Public Health, Epidemiology, International Health or a related field with at least ten years of relevant professional experience.

Experience

• The professional experience must include at least ten years of experience in managing health programmes/systems with extensive knowledge of programme management and implementation.

• Demonstrated experience in conceptualization, analysis, evaluation of public health programmes and protocols, quality management and resource management, including human resources and budget planning and monitoring;

• Minimum five years of experience in managing USRAP health operations at an international level;

• Experience in other migration health assessment programmes is a distinct advantage.

Skills

• Sound knowledge of USRAP programme implementation, including liaising with governmental and diplomatic authorities as well as with international organizations; and,

• Knowledge of IOM financial management and accounting systems is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
