    Organizational Setting and Reporting Relationship

    The position of Senior IT Officer (ERP Application) is assigned to the Digital for Development Operations Division (ITOP) within the Information Technology Department (ITD).

    ITOP provides digital solutions by delivering and supporting software application/data/business process management service products. The division works with business stakeholders to ensure the digital solutions portfolio and roadmap meet business needs. It also drives information consistency and efficiency of product delivery. Guided by the application governance framework and leveraging these foundational services, the division provides digital solutions to support development operations, regional departments, resident missions, sectors and thematic knowledge management and market solution innovation.

    You will be based at our Headquarters in Manila, Philippines and will report to the designated International Staff.

    Your position title upon appointment is Senior IT Officer (ERP Application).

    Your Role

    As Senior IT Officer (ERP Application), you will support the current \"Business As Usual\" operational system responsibilities along with implementing a large-scale digital transformation, modernization, and delivery of the Consultant Management System (CMS), which serves as a source to pay spend management and supplier advertising, and procurement system. You will also be responsible for providing operational and analytical support to the current production system incidents and user stories, coordinating schedules and requirements, and monitoring activities and deliverables.

    In parallel, the implementation of a modern procurement system shall enable the end-to-end procurement of ADB-administered consulting services, goods, and non-consulting services, along with enhanced support for borrower-administered procurement of consulting services while sunsetting the current production environment.

    You will play a critical role in the day-to-day operations of the current procurement system. You will be responsible for driving collaboration, executing key project milestones, and identifying and streamlining processes to enhance system efficiency and stakeholder satisfaction.

    You will serve as a bridge across three core disciplines—User Experience (UX), Technology, and Business—facilitating effective communication and integration among teams. They will also act as the Scrum Master or Project Manager responsibilities as needed, overseeing the configuration and alignment of each product component to meet the defined scope of work. Additionally, you will lead the decommissioning of the legacy platform in tandem with the commissioning of the new product, ensuring a seamless transition and launch.

    You will collaborate closely with ITD teams, program managers, product managers, business users, business analysts, project leaders, testers, and other key stakeholders to ensure that the product scope and business requirements are consistently met. You will also supervise an existing team comprising developers, business analysts, and support admins to support the current system and promote the transition to the new system.

    You will:

  • Deliver components of stakeholder and process owner engagements that identify, design, and implement technology and creative business.
Partner with the program manager, service delivery leads and other ITOP functions to define specific IT initiatives and solutions, detail project scope, introduce project delivery method and release plans, incorporating traditional or modern software development lifecycle e.g., Waterfall, Agile. Conduct and coordinate work among IT/engineering teams, solution architects, testers, 3rd party vendors, etc. to plan, design, build, test and implement IT solutions into that meet specified business demands and objectives Responsibilities include, among others, identifying gaps within ITD and business processes teams in the identification of technical and business requirements, functional design, process design (including scenario design, flow mapping), prototyping, testing, training, defining support procedures. Review project deliverables on an ITD perspective for quality and completeness and reconcile to the SOW, scope and champion compliance by contributing to knowledge sharing across teams to build compliance capability of others Working closely with the IT department leads to ensuring all requirements are captured and met during the release cycles. Prepare technical requirements and ensure product teams have the necessary information and compatibility of integration are all in synch. Responsible for the procurement systems lifecycle – i.e., cradle to the grave from sourcing, contract, supplier risk management, supplier performance etc. that is integrated to several legacy downstream ERP systems, payment disbursements, contract awarding etc. Engineering and Product Development exploration and identification of user stories based on technical requirements which impacts the performance, KPI and User/X user experience and functions. Data analytics and compilation or reports based on the test scripts, business and technical scope that will present to management Conduct market research, competitive analysis, and gather user feedback to identify opportunities for product enhancements Communicate project-related tasks such as plans, timelines, requirements, etc. between different teams. Work with the stakeholder's procurement and controller's schedule and resources dependencies and drive adoption to product launches Lead Agile product development cycles, defining and prioritizing user stories, features, and acceptance criteria. Plan and coordinate product releases, working with other focus teams to ensure successful product launches and user adoption. Maintain documentation and product-related knowledge items Promote innovation and product development to emerging technologies and target a \"work smarter not harder\" approach. Establish product KPIs and track performance to ensure goals are met and drive data-driven improvements

Qualifications

You will need:

Bachelor's degree in the field of Information Technology; Computer Science, Engineering, Data Science, Mathematics, Finance, preferably with advanced training. At least 8 years of professional experience in implementing supply chain systems such as SAP, Coupa, Ivalua, iCPX technology and human resources and 5 years of supervisory experience. Experience on ERP systems with AI capabilities in managing SaaS products, cloud-based solutions, or enterprise software products is highly desirable and at least 3 professional experiences in AI, API management, Fintech, Machine learning, UX/UI, engineering and product development managing product releases. Technical Project management experience Knowledge of Continuous Integration and Continuous Delivery (CD/CI) pipelines Experience in working with DevOps and Agile methodologies Working knowledge of Software Development Lifecycle People management skills Knowledge of traditional agile methodologies, including Scrum, Waterfall, or Kanban Good understanding of application infrastructure, system architecture, and product management Written and verbal proficiency in English and local language (as applicable) Please refer to the link for ADB Competency Framework for Technical Local Staff level 6.
