Context:
The Staff Security Unit (SSU) is responsible for providing leadership on safety/security policy management and mission operational support to enable the safest and most effective implementation of IOM programmes and activities.
Under the administrative and direct supervision of the Chief of Mission (CoM) IOM Libya and the technical supervision of the Regional Field Security Officer (RFSO) for Middle East and North Africa (MENA), the successful candidate will be responsible for actively assisting the IOM Libya mission, with all aspects of staff safety and security management. S/he will, in coordination with the CoM and the MENA RFSO, implement appropriate safety and security management procedures; and provide technical assistance and be accountable and responsible for security and safety matters related directly or indirectly to all IOM personnel, property, assets and operations in the IOM Libya mission.
S/he will be responsible in establishing working relationships country-wide with United Nations Department of Safety and Security (UNDSS), all other United Nations Security Management System member security professionals based in Libya, host Government security counterparts and other security personnel as deemed necessary. S/he will also assist and provide technical advice in the development, recommendation and implementation of the required and appropriate country specific safety and security procedures. Specifically, s/he will assist in establishing and maintaining an appropriate level of security awareness throughout the mission and within the associated programmes.
Core Functions / Responsibilities:
Establish and maintain an effective liaison with security officials of other international organizations, government and partner security services, the UNDSS and appropriate security focal points, to ensure up to date security-related information that is beneficial to the country specific mission is obtained.
Develop and maintain close working relationship with the UNDSS and establish a comprehensive working knowledge of the IOM/UNDSS Memorandum of Understanding (MOU) related to various security protocols stipulated in the existing MOU as well as attend all Security Management Team (SMT) meetings in country.
Maintain an overview and ensure adherence by all IOM staff members to the UNDSS Travel Request Information Process (TRIP), the Movement of Personnel (MOP) procedures and the UN security clearance policy.
Provide advice, technical support and assistance to the CoM to maintain their accountability and responsibilities as set-out in the UN “Framework of Accountability” document, regarding safety/security matters that will impact IOM’s operations and programmes. S/he will provide relevant technical and strategic analysis on potential threats/risks to staff/programmes and ensure that appropriate safety/security information is disseminated to the relevant IOM Libya local security professionals and all mission/programme managers and their staff.
Acquire comprehensive operational understanding of IOM programmes in the country and provide advice, including Security Risk Assessments in areas where IOM works or is planning to work with its teams.
Oversee the performance of the local security professionals/assistants and ensure that the appropriate level of staff safety and security is being delivered and supported.
In consultation with IOM local security professionals/assistants, inform the CoM, Heads of Sub-Offices, Programme Managers and Project Managers on all safety/security management issues and mitigation measures for the safe implementation of programs, and the protection of IOM staff and assets.
In collaboration with SSU’s Operations Centre, local security professionals/assistants based in Libya and UNDSS, conduct security assessments/evaluations; monitor all security threats/ trends that will enable a comprehensive threat/risk analyses to be undertaken.
In conjunction with IOM local security professionals/assistants based in Libya, offer the appropriate assistance, recommendations and input, into the design and implementation of IOM specific mission evacuation procedures, emergency security policy, IOM security-related strategies, mission-specific security Standard Operation Procedures (SOPs) and Business Continuity Plans (BCPs). Establish a concrete course of action for their implementation.
If required, and in the absence of a UNDSS presence in the country, support the IOM/UN Mission in Libya to design emergency/evacuation plans, security-related strategies, emergency response plans and establish a concrete course of action for their implementation. Although these plans may be considered IOM-specific, every effort should be made to follow UNDSS emergency/ SOPs.
Work closely with the CoM, IOM local security professionals/assistants based in Libya and Security Focal Points (SFP) within Libya and other selected colleagues to jointly implement planned security training activities, as required.
Prepare mission-specific security training activities, seminars, briefings, coordinate staff participation and manage administrative, logistic and budgetary issues (if necessary) to ensure that security training is carried out professionally and within IOM and UNDSS training standards.
In conjunction with IOM local security professionals/assistants based in Libya and country security focal points, closely monitor and report on staff deployment numbers (staff ceilings) established for the mission by the UN Designated Official (DO) during emergencies, in coordination with the Security Management Team (SMT) and UNDSS, in efforts to ensure that security clearance procedures are applied fairly, vis-à-vis all of the agencies working under the UNDSS Security Management System.
Conduct and develop Rapid Risk/Threat Assessments (RRTA) during emergency operations, directly related to the immediate deployment of staff and assets, addressing all aspects of personal safety and security relating to terrorism, armed conflict, civil unrest, crime, hazards, health issues and environment hardship factors. These assessments will include an awareness of potential medical health/welfare risks and if identified, reporting to and collaboration with IOM’s Occupational Health Unit (OHU) will be required. To the extent possible and prior to the actual emergency being declared, pro-active threat assessments, analysis and recommendations should be carried out/offered as part of the overall emergency planning processes.
Conduct regular reviews of existing IOM/UN security documents for IOM premises, compounds and field offices, with the aim of ensuring that they are functional and are updated.
Report security matters that have a direct impact on the operations of IOM, immediately to the CoM and to the Global Head of Staff Security Unit at Geneva.
In coordination with the CoM and SSU Head of Security at Geneva, investigate security breaches/incidents in the region, working closely with local authorities in efforts to ensure IOM staff, its assets and interests are protected, and appropriate and corrective measure taken.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, International Relations, Law Enforcement, Security Management, Disaster Management or a related field from an accredited academic institution with seven years of relevant professional experience; or
• University degree in the above fields with nine years of relevant professional experience.
Experience
• Previous work experience in Security Management, Military, Law Enforcement, Disaster Risk Management, preferably at an international level;
• Previous experience in UN Missions, International Peacekeeping or Emergency Missions;
• Experience in planning and execution of security agencies or organizations highly desirable;
• Previous experience in dealing with law enforcement agencies is an advantage.
Skills
• Proven ability to collaborate with senior military and government counterparts;
• Demonstrated ability to manage a high degree of rational behaviour and decision making at all times irrespective of the gravity of the security environment;
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and Arabic is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
