UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI' s goals are: • to advance understanding of crime-related problems; • to foster just and efficient criminal justice systems; • to support the respect of international instruments and other standards; • to facilitate international law enforcement cooperation and judicial assistance. One of the strategic priorities of UNICRI is to support the development of an integrated CBRN approach that incorporates all international, regional and national CBRN components into a common strategy. This entails the application of a holistic approach through which all stakeholders, while operating autonomously, can establish common goals, identify and manage resources to achieve these goals, clearly allocate responsibilities and tasks, elaborate functioning channels of communication, create a security culture based on common learning, and ensure that lessons learnt are incorporated and absorbed throughout the whole system. Since 2010, UNICRI supports the implementation of the European Union Chemical, Biological, Radiological, and Nuclear (CBRN) Centres of Excellence (EU CBRN CoE) initiative to strengthen regional capabilities and security governance in the area of Chemical, Biological, Radiological and Nuclear risk mitigation. In 2024, UNICRI was entrusted with the mandate to lead the development, finalization, and review of the Regional CBRN Action Plans for the eight Regional Secretariats of the CBRN CoE Initiative, including the African Atlantic Facade, Central Asia, Eastern and Central Africa, the Gulf Cooperation Council Countries, the Middle East, the North Africa and Sahel, South and Eastern Europe, and South-East Asia. Additionally, UNICRI was tasked with spearheading the set-up of outreach strategies and resource mobilization plans to support the Initiative's goals. The purpose of this assignment is to assist the CBRN CoE Regional Secretariats in drafting, finalizing, and updating Regional CBRN Action Plans. These Plans will leverage existing National CBRN Action Plans where available and incorporate all available data collected from partner countries on CBRN gaps, needs, capabilities, threats and priorities. The Regional CBRN Action Plans will establish regional priorities based on an in-depth analysis of the collected data. Moreover, each Regional CBRN Action Plan will feature an outreach strategy, identifying potential donors and stakeholders by sector at the national and regional levels, with the overarching goal of strengthening the region's capacity to mobilize resources to address the identified national and regional needs. Under the supervision of the Programme Management Officer and the overall guidance of the Head of the CBRN Program, the senior fellow will perform the following tasks: * Coordinate on a regular basis with the relevant Regional Coordinators and the On Site Assistance Experts as well as with other relevant stakeholders (e.g. Heads of Secretariats, National Focal Points, representatives of the European Commission, CBRN National Team members or experts from relevant international organizations) to agree on the expected outcome and in line with the specific national and regional needs; * Develop a matrix to collect information on institutional and legal frameworks, risks, capabilities, projects and activities, needs and priorities from partner countries in the area of CBRN; * Conduct research and collect data to compile the matrix with a combination of open-source data and exchanges with partner countries’ National CBRN Focal Points and experts; * Synthesize and analyze inputs to identify common needs, regional priorities as well as transnational issues: * Draft the Regional CBRN Action Plans in close coordination with the Regional Secretariats’ stakeholders; * Map relevant existing donors and stakeholders to develop an outreach strategy and support a resource mobilisation effort in line with the regional actions identified; * Facilitate discussion during national and regional workshops with national CBRN focal points and experts; * Perform other duties upon request. Qualifications/special skillsAn advanced University degree (Master’s or equivalent) in the field of law, criminology, law enforcement, criminal justice, nuclear physics, chemistry or similar field is required. At least ten (10) years of working experience in the CBRN field is required with focus on the CBRN safety and security risks trends analysis. Prior working experience in producing data collection matrixes and developing Regional CBRN Action Plans is required. Experience in developing outreach strategies is desirable. Prior working experience in the United Nations or similar large international organizations is required. LanguagesFluency in English and French is required.
