Background

The OSCE Presence in Albania is supporting the Ministry of Interior to develop a methodological assessment on the potential of municipal natural capital (MNC) in Albania. The need to establish and implement an MNC aims to mobilise existing and new sources of funding for the local government and develop an investment plan for the future. The aim is to broaden the range of potential sources of investment by first understanding their municipal natural capital. Today, many different parts of society receive benefits from natural resources without paying for them. However, there are ways in which revenues can be generated, and as a result mechanism can be developed that attract a wider range of private sector and alternative sources of investment.

To support this new initiative, the Presence will develop a methodology which will analyse the MNC in Albania—including energy (oil, natural gas, and coal), minerals, agricultural land (cropland and pastureland), protected areas, and forests (timber and some nontimber forest products) and pilot it in one of 13 partner municipalities of the Local Governance Platform in a second phase. The selection of the pilot municipality will be based on the fulfilment of pre-set criteria such as relevance, data availability, local willingness to implement, necessary infrastructure.

There are three main steps to any municipal natural capital assessment, (i) the creation of an asset register for a site, that describes the extent and type of habitats, (ii) the estimation of the level of ecosystem services provided by the natural capital (physical flows), and (iii) the monetary valuation of the benefits provided by the ecosystem services (monetary flows).

In this context, the department seeks to engage a senior environmental expert to identify, map and catalogue natural capital sectors of the MNC methodology, taking stock of elements of nature (that directly or indirectly produce value or benefits to people, including ecosystems, species, freshwater, land, minerals) that yield a potential flow of revenues at local level.

The senior environmental expert will work in parallel with one senior economist expert and one national governance expert who will jointly develop the final MNC methodology. However, each expert will have clear separated tasks. The coordination and tasks synergy will be led by the OSCE Project Manager.

Objective

The Local Governance Unit, under the Governance in Economic and Environmental Issues Department, is supporting the local government of Albania to develop a multi-disciplinary methodology on municipal natural capital in Albania which will be scalable and replicable.

Methodology of the analysis

The methodology includes desk research, meetings, and workshops with all relevant stakeholders, such as Ministry of Interior and Agency for the Support of Local Self-Governance, National Agency for Natural Resources, National Agency for Protected Areas, and discussion with OSCE Project Manager.

Tasks and responsibilities: Task 1: To identify, map and catalogue the municipal natural capital. The expert will develop a cataloguing methodology and will identify the instruments and tools required for the desk research and the collection and mapping of the municipal natural capital. During the assessment, the expert will identify all the relevant sector to be included in the MNC. As part of the methodology, he/she will prepare a semi-structured questionnaire that will be used for interviews with relevant national stakeholders. The meetings with the stakeholders will be organized in consultation with the OSCE Project Manager. This task will be carried in 10 days after the contract signature.

Task 3: Collect relevant statistical data on environment, energy, and mineral resources for the MNC. After the cataloguing process and the identification of sectors to be included in the MNC, the expert will meet with all identified stakeholders (as per Task 1) to collect inputs and statistical data. The data collected will be analyzed for all the sectors identified, such as but not only environment, energy, and mineral resources that will be included in the MNC. This task will be completed until 15 May 2021.

Task 3: Present the municipal natural capital catalogue in two workshops. The expert will prepare a power point presentation on the natural capital catalogue and share for review and comments with the OSCE Project Manager. Then, he/she shall attend and deliver the presentation in two stakeholder's workshops. The first workshop will be organized with the participation of Ministry of Interior officials, the Association of Albanian Municipalities, Association for Local Autonomy, Albanian Extractive Industry Transparency Initiative and the Agency for the Support of Local Self Governance and Ministry of Finance. Inputs and feedback from the meeting will be incorporated and presented in the second stakeholder's workshop that will take place with representatives of donor community, such as local governance stakeholders and experts. The meetings shall be organized and hosted by the OSCE Presence in Albania during May - June 2020. The comments and feedback received during the two workshops will be incorporated into the final MNC methodology not later than one week after the delivery of the second workshop, in any case no longer than 30 June 2021;

Note: All the deliverables will be done in Albanian language.

Necessary Qualifications:

  • Advanced degree in environmental planning, natural sciences, natural economy disciplines, ecosystem studies, geology, or energy studies. (Mandatory)
  • A minimum of five years of experience in preparation and/or review of environmental impact assessments, natural resources management plans, and or other related environmental plans/studies/assessments; (Mandatory)
  • In-depth knowledge and experience related to natural capital resources in various sectors, such as water, land, forestry, energy, minerals, agricultural land and protected areas; (Mandatory)
  • Previous experience in Municipal Natural Capital assessment, or environmental economics will be considered an asset; (Desirable)
  • Excellent communication, drafting and presentation skills in Albanian;
  • Able to deliver online meetings, presentations and perform remotely under the pandemic situation;

Remuneration

The payment for this consultancy will be in line with OSCE applicable rates.
