DescriptionOverview The USAID Improved Learning Outcomes for the Philippines (ILO-Ph) is a USAID-funded multiyear activity designed to provide responsive, on-demand technical assistance and support to the education sector through ongoing consultations and dialogue and activity implementation with DepEd. This activity builds on previous USAID supported activities to boost DepEd’s capacity for conducting large-scale assessments and strengthening their data analyses and strategic communications capabilities. ILO-Ph is recruiting for a Senior Data Analyst to support the Second Congressional Commission on Education (EDCOM II). EDCOM II was passed into law in July 2022 with the mandate of conducting a “comprehensive national assessment and evaluation of the performance of the Philippine education sector for the purpose of recommending transformative, concrete and targeted reforms in the sector with the end in view of making the Philippines globally competitive in both education and labor markets”. The same law provides for the creation of a Technical Secretariat which shall provide technical and administrative support to the Commission. The Senior Data Analyst is responsible for supporting the production of research, studies and analyses across all sectors of education (early childhood, basic education and tertiary) to advance EDCOM II’s mission. This is a full time position detailed to the EDCOM II Technical Secretariat. Term of assignment is up to September 2025. Responsibilities Leads a team of two data officers to oversee all facets of EDCOM2’s data and analytic requirements Supports the data and information needs of four major EDCOM2 standing committees focused on early childhood, basic education, higher education, technical vocational, and governance and finance Coordinates the establishment of the technical working group on data under the Subcommittee on Governance and Finance to advise on effective data and information systems strengthening initiatives Coordinates the collation and processing of large scale data sets produced by the Department of Education (DepEd), the Commission for Higher Education (CHED), and the Technical Education and Skills Development Authority (TESDA) Coordinates the collation and processing of large scale data sets from other education actors including local governments, university partners, research institutions, and non-governmental organizations actively supporting education delivery and policy Produces a variety of data analytics and visualizations involving statistical analyses, geo-spatial mapping analyses, data mining techniques, and data visualizations Supervises and ensures the proper collection, storage and management of data provided by the agencies Implements data privacy policies and ensure EDCOM II compliance with data protection regulations Supervises the sharing of data with DepEd and external partners, universities, and Technical Specialists Prepares ad hoc policy and advocacy briefers, official communications, and reports, as needed or requested by the Technical Secretariat and Commissioners Performs other tasks as may be assigned by the Executive Director Qualifications Minimum Required Education and Experionce: Minimum of 5 years’ of relevant professional experience in data analysis in education Minimum of Masters degree in related field, preferably in the field of social development, economics, public policy, education and/or data science Able to gather, process, organize, and analyze data with minimal supervision Demonstrated capacity in project management Familiarity with government data and understanding of the Philippine Education System is required Demonstrated successful track record operating in a complex policy environment with government and non-governmental stakeholders Skills and Abilities: Advanced verbal and written communication, presentation, and facilitation skills; Strong attention to detail and excellent organizational skills; Strong problem-solving and critical thinking skills; Ability to work with a team and with confidential documents; Demonstrated capacity in project management; Ability to gather, process, organize, and analyze data with minimal supervision. Exposure to the Philippine education system, and quantitative methods in education policy analysis is preferred. Strong interpersonal/relationship-building skills Excellent knowledge of Microsoft Word, Outlook, PowerPoint, and Excel Statistical and data analytic skills in relevant platforms (STATA, SPSS, R or other) Data visualization skills with knowledge of PowerBI, Google Data Studio, Python or other applications Excellent oral and written communication skills Strong influencing and coaching skills Ability to multitask in a fast-paced and deadline-driven environment; Attention to detail and accuracy Culturally sensitive and respectful Demonstrates commitment to RTI’s mission, vision, and values
