    Organizational Setting and Reporting Relationship

    The position of Senior Counsel (Canadian Climate and Nature Fund for the Private Sector in Asia ('CANPA')) is assigned to the Office of the General Counsel (OGC), ADB's legal department. OGC provides legal and policy advice to ADB's Board of Directors, its Management, and client departments on operational and administrative matters and advises on methods to limit ADB's risk exposure. It prepares documents that define the legal rights or obligations of ADB, including financing and investment contracts.

    You will be based at our Headquarters in Manila, Philippines. You will report to an Assistant General Counsel and will supervise National Staff and Administrative Staff.

    The position title on the appointment is \"Senior Counsel\".

    Your Role

    As a Senior Counsel, you will support OGC in achieving its key result areas of nonsovereign financing transactions, with a focus on the \"Canadian Climate and Nature Fund for the Private Sector in Asia ('CANPA')\" and other relevant Funds and Programs administered by the Private Sector Operations Department (PSOD).

    You will:

    a. Operational Support

  • Lead in providing legal services in the processing, negotiating, and administering of nonsovereign financing transactions with a focus on the \"Canadian Climate and Nature Fund for the Private Sector in Asia ('CANPA')\" and other relevant Funds and Programs administered by the Private Sector Operations Department (PSOD).
Prepare and negotiate legal documentation concerning the deployment of CANPA financing and other relevant Funds and Programs,, guide external counsel with respect to the same. Review and advise on waiver requests and amendments concerning legal documentation in particular in relation to CANPA and other relevant Funds and Programs. Resolve complex issues and mitigate legal risk for ADB. Support the development and update of ADB policies, procedures, and guidelines through the provision of legal advice concerning the same.

b. Knowledge Development & Management

Analyze and monitor global and other regulatory changes, including relevant laws and regulations impacting ADB's climate-related activities. Participate in internal and external training, conferences and other activities for knowledge building and dissemination. Prepare knowledge solutions and papers (such as law review articles and working papers) on current legal issues or priority areas under OGC's Law and Policy Reform initiatives.

c. Staff Supervision

Supervise the performance of reporting staff, providing clear direction and regular Ensure the ongoing learning and development of reporting staff.

Qualifications

You will need:

Master's degree, or equivalent. Alternatively, a university degree in Law combined with at least 8 years of specialized professional experience relevant to the position may be considered in lieu of a Master's degree.· Admission as a lawyer in one or more of ADB's member countries.· At least 10 years of relevant post-qualification legal experience. Ability to present and defend legal arguments and issues with a high degree of competence. Experience with working with diverse, multi-cultural teams; building trust and promoting honesty; meeting core competencies; and bringing international experience, including in-house counsel roles and advising multilateral or development finance institutions. Additional Information

ADB will be rolling out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference. By proceeding with your application, you acknowledge and accept all changes resulting from the new job grading structure.

This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (\"Recruitment and Appointment'). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
