We welcome and encourage individuals of all backgrounds to apply, especially those from traditionally underrepresented groups.   The Center for Strategic and International Studies (CSIS) is a non-profit, bipartisan public policy organization established in 1962 to provide strategic insights and practical policy solutions to decision makers concerned with global security and prosperity.  Over the years, it has grown to be one of the largest organizations of its kind, with a staff of some 200 employees, including more than 120 analysts working to address the changing dynamics of international security across the globe.   The Senior Budget Analyst plays a key role in budget and forecast planning, as well as in grant and contract accounting within the Finance & Accounting team. This position collaborates with a portfolio of CSIS policy programs and administrative departments to develop proposal budgets, contract costs/pricing, and operating budgets. The Senior Budget Analyst works closely with program directors and designated staff to proactively monitor income and expenses, identify trends and potential risks, and ensure resource allocation and labor adjustments align with program objectives. Additionally, the candidate is responsible for preparing financial reports for programs, departments, and donors.   The Senior Budget Analyst must have a strong understanding of GAAR accounting practices, including, but not limited to, cost accounting methodologies, grant and contractual revenue recognition, and proven experience with nonprofit budgeting concepts, practices, and procedures. The candidate should also have hands-on experience with accounting and budgeting CRM systems. The ideal candidate must possess excellent communication, judgment, and critical thinking skills. They should be proactive, detail-oriented, motivated, and a strong team player. The Senior Budget Analyst will report to the Deputy CFO.   The salary band for this position is $100,000-$120,000. Salary will be commensurate with experience.     ESSENTIAL DUTIES AND RESPONSIBILITIES: Essential functions may include, but are not limited to the following:   Budget Development and Forecast    • Develop an understanding of his/her portfolio of departments and programs and its funding. streams and/or cost structure. • Work with programs/departments with developing operating budget in the Adaptive budget system, including personnel budget, labor allocation, billing rate, direct expenses, funding transfers, and overhead applications. • Develop, review, and advise programs on proposal budgets to ensure appropriate cost coverage, based on funding opportunities and solicitation requirements. • Timely updates of projects budgeted revenue and labor planning, minitor revenue and expenses, preventing unexpected financial shortfalls.  • Proactively identify risks and spending trends, enabling timely adjustments to ensure financial health and balanced budget.    Grant Accounting & Billing • Assign and map project and allocation codes in Salesforce with opportunities, review monthly system-generated invoices against actual expenditures, track and review payment disbursements, ensure proper release of revenues, and compliance to grants and contracts requirements. • Make timely adjustments to align labor and other direct costs charges with specific project and program objectives. Other duties as assigned. • Work with the fund specialist to ensure timely and accurate billing on Federal contracts, maintain proper backups for SEFA and audit records.    Financial Reporting and Analysis • Prepare monthly financial reports with analysis for dissemination and discussion with program directors, and management team at the department level.  • Prepare and/or submit interim and final financial reporting to fulfill funders’ reporting requirements. • If Federal funding, prepare, submit and record monthly and/or quarterly federal and private contract billings via Federal systems such as PMS, WAWF, etc.  • Perform budget to actual variance analysis to identify inaccuracies, trends, and irregularities. • Perform reclassification to address potential budget shortfalls or cost overruns, and opportunities for surpluses. • Assist with Deputy CFO with analysis of programs budget and performance, for decision-making and recommendations to management and programs.   KNOWLEDGE, EDUCATION, AND EXPERIENCE:   • Proven experience working in the Nonprofits institutions on budget, grants, contracts, and analysis is essential. • Knowledge and Experience with Federal contracts and industry standard accounting is required. • Experience with MS Dynamics SL, Workday Adaptive Planning, Salesforce is highly desirable. • Five plus years of progressive and relevant analytical budgeting, grant accounting experience in nonprofits (Master of relevant fields can constitute two years’ experience). • Bachelor’s degree in business administration, Accounting, or Finance required; MBA desirable.  • Understanding of GAAP and OMB Circulars and Uniform Guidance is essential. • Excellent written and verbal communication and people skills. • Strong organization and time management skills. • Demonstrably strong judgement and critical thinking skills. • Strong Ability to multi-task, prioritize, attention to details. • Capacity to deliver quality work with accuracy.   PHYSICAL REQUIREMENTS AND WORK CONDITIONS:   This position will be a hybrid that will require 2-3 days a week in the office.  The physical demands are representative of those that must be met by an employee working in an office environment.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential job functions.  The noise level in the work environment is usually moderate.   Qualified applicants will receive consideration for employment without regard to race, color, religion, sex, national origin, sexual orientation, gender identity, disability or protected veteran status.   Equal Opportunity Employer   OUR BENEFITS   Medical insurance Dental insurance Vision insurance Life insurance Short-term and long-term disability 403(b) for retirement planning Tuition Assistance Flexible Spending Account Health Savings Account Military Leave 12 Paid Holidays Sick leave Vacation leave   HOW TO APPLY: Interested applicants should submit a resume at https://careers.csis.org.
