Successful operation of the centre and management of CTCN-PALO Work LocationCopenhagen, Denmark Expected duration1 year Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Hosted in UNEP's Climate Change Division, the Climate Technology Centre and Network (CTCN) is the operational arm of the United Nations Framework Convention on Climate Change (UNFCCC) Technology Mechanism. Through its network of climate technology expert organizations, the CTCN promotes the accelerated development and transfer of climate technologies at the request of developing countries for energy-efficient, low-carbon, and climate-resilient development. The Senior Advisor and Climate Specialist will lead and oversee the CTCN’s network management and capacity-building activities, and support the CTCN Director in successfully operating the centre, managing the network and delivering its programme of work. The incumbent will also support Director in the management of the CTCN Partnership and Liaison Office (CTCN-PALO) based in Incheon City, Republic of Korea. The position is located in the offices of Climate Technology Centre and Network (CTCN) in Copenhagen, Denmark. The Senior Advisor and Climate Specialist reports directly to the CTCN Director. The incumbent will be responsible for the following duties: 1. Lead and Manage CTCN’s network management, network engagement and capacity-building activities: • Manage and supervise consultants and contractors supporting network management, network engagement and capacity-building activities. • Identify key areas, improvements and strategies for the network and capacity building that enhance CTCN’s impact, considering emerging issues, policy priorities and client needs. • Ensure successful and timely delivery of network management and capacity-building activities/initiatives, and reporting of outputs. • Manage the development and strengthening of CTCN’s Network and Partnerships. • Foster relationships with member institutions and stakeholders, promoting collaboration for the CTCN’s key mandates i.e. technical assistance, capacity-building and knowledge sharing. • Oversee development of think pieces, partnerships and tools for capacity building activities, National Systems of Innovation (NSI). • Oversee preparation of project documents and legal instruments for capacity building and network engagement initiatives and activities. • Lead the development of capacity building and network engagement initiatives and activities that achieve impacts and results, are gender sensitive, and are delivered in partnership with network members and other CTCN partners (including TEC). • Ensure that regional capacity building and network engagement initiatives are coordinated with regional managers to design and deliver capacity-building programs tailored to regional needs. • Ensure that CTCN’s capacity-building activities are effectively aligned with CTCN’s strategy, delivers its annual workplan and responds to the approved work programme of the Technology Mechanism. 2. Support CTCN Director in the management of the CTCN Partnership and Liaison Office (CTCN-PALO): • Act as focal point for liaison and coordination with Ministry of Science and ICT (MSIT) including on the process for extension of CTCN PALO, as required • Provide advice to the CTCN Director on the work plan, annual narrative report, and other key documents of CTCN-PALO. • Provide an analysis report to the CTCN Director on the implementation and outputs of CTCN-PALO. • Provide leadership in the development and implementation of policies related to post-implementation of technical assistance by CTCN PALO, collaborating with relevant entities based in Korea. • Assist in liaising with local partners and stakeholders to facilitate CTCN-PALO’s effective operation and integration. 3. Perform other tasks as may be requested by the CTCN Director: • Provide relevant inputs and deliver presentations on matters related to capacity-building and/or network engagement to CTCN Advisory Board, Technology Executive Committee, constituted bodies, and UNFCCC Parties, as required. • Provide inputs to the formulation of CTCN Programme of Work, Annual Operating Plans, as well as reporting of relevant CTCN activities according to these planning documents. • Provide inputs and materials relevant to the areas of work in the preparation of briefing notes for management, proposals development, as well as implementation of CTCN communication activities. • Perform other tasks as directed by Director of CTCN. The performance will be measured through analyzing the quality of documents produced, the respect of deadlines and M&E indicators. Qualifications/special skillsAdvanced university degree (Master's degree or equivalent) in engineering, technology, environmental science, energy systems, public policy, public administration or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Over 10 years of experience in project management, science and technology policy, climate, environment and energy policy, and/or technology transfer particularly in the context of developing countries. Experience in managing networks and partnerships, including capacity-building initiatives, and fostering collaboration among diverse stakeholders, such as government bodies, academia, NGOs, private sector and industry representatives. Understanding of contexts related to climate change and technology transfer, as well as climate technologies for adaptation and/or mitigation is desirable. Knowledge and experience of the work of the UNFCCC Technology Mechanism is required. LanguagesFluency in written and spoken English is required. Knowledge of Korean is an asset.
