Position OverviewFamily Planning 2030 (FP2030) is a global partnership supporting the rights of women and girls to decide, freely and for themselves, whether when and how many children they want to have. FP2030 provides a platform to enhance information sharing and to support the coordination of efforts across the larger sexual and reproductive health community to advance access to family planning information and services and use of contraceptives under the guiding principles of rights, quality, equity, and voluntarism.
The Senior Accountant, Finance and Grants is supervised by and will work closely with the Director, Finance and Operations, and is part of FP2030’s fiduciary team at UNF. The Senior Accountant will support financial and compliance-related oversight across the FP2030 Support Network. This will include regular work in four core areas, working closely with and under the supervision of the Director, Finance and Operations.
The Senior Accountant will also support day-to-day budget, expense, and contract management for the Executive Directorate NAE Hub team (and any other FP 2030 spending taking place at UNF, as appropriate), including tracking expenses, drafting agreements, and ensuring that the team’s policies & procedures are aligned with funder’s and UNF’s requirements and are followed by the team.
This position is based in Washington, DC. (Hybrid schedule)
Essential Functions
Budgets and Financial Stewardship including Reporting (45%):
Lead budget and financial stewardship for the entire FP 2030 Network, including preparing financial reporting and forecasting for donors, the FP2030 Executive Director, and the Governing Board.Collaborate with DFO to develop and monitor the Executive Directorate, and other relevant hub budgets, including developing forecasts for teams and projects as needed.Review the FP2030 team at UNF’s expenditures, code expenses, and prepare monthly budget forecasts to reflect actual and projected expenses.Reach out to Directors who are part of the FP2030 team at UNF to share information, schedule regular updates, and ensure that they have a high level of understanding of their budget and spending.Under the guidance of the DFO, proactively identify and resolve budget and expense issues, including as related to variances; identify critical decision points and make recommendations to Directors as appropriate communicate decision-making effectively to the DFO as needed.Collaborate with DFO and UNF’s Finance team to ensure the accuracy of FP2030 financial data, using a working knowledge of Financial Edge, Salesforce, Raisers’ Edge (financial), and GIFTS for Windows to extract information, troubleshoot issues, and prepare reports and analysis.Maintain appropriate working paper and file documentation for all work products.Respond to ad hoc requests for budget and expenditure information and analysis.Review credit card reports and expense reconciliations via Concur, ensuring accurate alignment with appropriate grant and accounting codes.Actively pinpoint discrepancies between work plans and existing budgets or funding sources, offering informed recommendations for alignment.Provide succinct and insightful briefings to Senior Leadership regarding budgetary concerns, expenditure management, funder resource allocations, and cash flow challenges, especially in urgent or sensitive contexts. Spearhead the preparation of vital financial documents for UNF, including the FP 2030 annual budget forecast.Safeguard sensitive financial information, with a specific emphasis on team salaries and personnel projections.Design and prepare detailed financial materials for current and potential funders. This includes budgeting for new revenue streams, revising existing proposals, assisting with the USAID annual budget revision, and managing sub-grant budgets when required.Address and respond to ad hoc inquiries or requirements from funders, ensuring clarity and transparency in financial matters.Addressing funder questions or needs on an ad hoc basis.Contracts and Grants (35%):
Develop and draft contract, grant, secondment, LOI, and other business agreements for the FP2030 team at UNF in a timely manner, ensuring that these agreements align with all UNF policies, including due diligence procedures, and advance FP2030 goals. Provide technical assistance and guidance to FP2030 team members at UNF on business services and agreements. Collaborate with the DFO to pro-actively identify, investigate, negotiate, and resolve issues associated with contracts, agreements, and grants in coordination with FP2030 team members, UNF staff, grantees, and consultants.Support the DFG in conducting due diligence for and developing well-structured grant agreements, including reporting schedules and processes, with entities selected as regional hub hosts, working closely with regional hub host organizations, UNF, and the funders of the FP2030 Support Network to ensure all requirements are met.
Compliance, Procedures, and Relationship to UNF Core (20%):
Contribute to ensuring FP2030’s alignment with UN Foundation’s core functions, including People & Culture, Operations, IT, Finance, and Business Services, Budgets, and Reporting.Provide training and individual support to FP 2030 ED Hub team members to strengthen understanding of the budgeting model, process, and work products, as well as UNF and FP2030 procedures around topics such as LOIs, contracts and grants, compliance, and expense policies and practices. Ensure appropriate documentation to facilitate understanding.As appropriate, support the Fiduciary team in developing and implementing new policies and procedures for the FP2030 team at UNF, and for contractors and grantees as needed, in response to funder and UNF requirements.Monitor FP2030’s time tracking system for USG grants, ensuring all timesheets are submitted & salary breakdowns sent to UNF’s finance team for accurate salary allocation.
Maintain working knowledge of the UNF agreement process (for both contracts and grants), and when to utilize the proper templates accordingly. (As applicable to the role)Identify and escalate internal operational issues to identify solutions; this may that require special approval or attention from key decision makers, with recommendations as appropriate.Draft and review agreements and maintain an understanding of all agreement terms and applicable flow-downs, consulting with UNF’s finance/contracts team as needed. (As applicable to the role)Attend training sessions provided by UNF’s contracts team to maintain and keep up to date with UNF’s current policies and procedures. (As applicable to the role)Maintain a strong knowledge of UNF’s Salesforce database to be able to process and track agreements, extract information, and prepare reports. (As applicable to the role)Other duties as assigned.Selection Criteria
Bachelor’s degree required. Advanced degree preferred.At least 5-7 years’ professional experience, preferably in project management, accounting, budget development, financial analysis, and contract/grant management role(s).Strong financial analysis and writing skills.Knowledge of and experience with MS Office Suite (Word, Excel, Outlook, PowerPoint, Access).Strong Excel skills required.Knowledge of Financial Edge, Salesforce, Raiser’s Edge and/or GIFTS database programs preferred.Interest, knowledge, or experience in women’s human rights, public health, international affairs, or closely related international development field.Experience working with international development funders such as BMGF, UK’s FCDO, CIFF, Packard, or USAID preferred.Strong attention to detail and demonstrated excellence working in a fast-paced environment.Strong professional interpersonal skills and diplomacy.Established reputation for integrity, confidentiality, and discretion.Ability to work independently as well as member of a team.Ability to meet regular attendance/tardiness policy.
