Background:
The OSCE Presence in Albania (hereinafter “The Presence”) will support the consolidation of effective methods in the delivery of anti-trafficking training through the initial and continuous education training programs for the new generation of Albanian police, prosecutors and judges, through the School of Magistrates (SoM) and Security Academy (SA).
To this end, the Presence will apply a ‘training of trainers” approach, including innovative training techniques for the delivery of anti-trafficking topics in the initial and continuous education programmes and will also contribute to the academic research and thematic guidelines for the law-enforcement and justice professionals

Objective of Assignment:

The Presence seeks to engage the services of national anti-trafficking experts to be engaged in conducting legal research, drafting training needs assessment reports, drafting and delivering training programmes for academic staff and criminal justice professionals.

Duration of Assignment:

The experts shall be working for the entire duration of the project from October 2022 until December 2024

Tasks and Responsibilities:

Under the supervision of National Anti-Trafficking Officer, the consultants will be selected for one or more of the following tasks:

Task 1. Conduct training needs assessment. Conduct a thorough anti-trafficking training needs assessment of the SoM and SA, for both initial and continuous education programmes, reflecting a victim-centred, human rights based, trauma-informed, gender-sensitive approach.

Task 2. Conduct legal research on human trafficking case law. Draft a compendium of international and Albanian case law, including interpretative guidance, on human trafficking, smuggling, forced labour.

Task 3. Development of training guides. Based on the Presence training manuals for law-enforcement and criminal justice professionals, draft training guides that will contribute in delivering a Training of Trainers in capacity –building programmes focusing on the detection, investigation and prosecution of human trafficking offences.

Task 4. Deliver multi-agency training. Develop training documents and deliver multi-agency, learner-focused training workshops for law-enforcement, criminal justice professionals, victims’ lawyers, social services providers on the identification, investigation and prosecution of human trafficking crimes based on a victim-centered and multi-agency approach.

Necessary Qualifications:

«NQ_Edu» «NQ_Exp» Professional fluency in English with excellent communication (both oral and written) skills; professional fluency in Russian would be an asset; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
