PURPOSE OF THE POST
The incumbent will support the WHO Country Office in implementing results-based management (RBM) processes while ensuring compliance with WHO rules, regulations, and risk management frameworks. This role integrates strategic planning, monitoring, and evaluation with risk assessment and compliance oversight to enhance accountability, transparency, and performance. The officer will provide technical guidance to mitigate operational, programmatic, and reputational risks and ensure effective resource utilization aligned with WHO standards.
SUMMARY OF ASSIGNED DUTIES:
Coordinate RBM processes including work planning, budgeting, monitoring, and reporting.
Support strategic dialogue between the country office and regional office for operational planning and country cooperation strategies.
Ensure inclusion of performance indicators and quality assurance measures in programme planning and implementation.
Facilitate capacity-building initiatives on RBM tools and processes.
Conduct systematic risk assessments covering operational, financial, and programmatic areas.
Monitor compliance with WHO rules, regulations, and procedures; identify gaps and propose corrective actions.
Support integration of risk management into programme design, planning, and contingency measures.
Follow up on internal and external audit recommendations and open findings.
Promote a culture of accountability and compliance through training and knowledge-sharing.
Prepare analytical reports, briefs, and recommendations for senior management on RBM performance and risk/compliance status.
Contribute to corporate knowledge products on RBM, risk management, and compliance.
The Officer will also perform any other activities assigned by the WR.

EDUCATION
Essential:
University degree (Bachelor’s) in public administration, management, public health, finance, economics, law, or related field
Desirable:
Certification or training in RBM, risk management, or compliance.
EXPERIENCE
Essential:
Minimum 2 years of relevant experience in programme management, risk management, and compliance in public-sector or international organizations.
Desirable:
Experience with WHO or UN systems and ERP tools (e.g., Workday).
Languages:
Essential:
Portuguese: Expert level / mother tongue.
English: Expert level, with excellent oral and written communication skills.
Desirable:
Knowledge of another WHO official language (French or Spanish) would be an advantage
