About this position

The Transport Division (INE/TSP) promotes economic development and the quality of life of its inhabitants through transportation and infrastructure activities in an efficient, affordable, sustainable and safe manner.

We are looking for a strategic, hardworking, collaborative, proactive and highly motivated individual to join the Transport Division (INE/TSP) team as Resource Planning & Administration Senior Analyst.

What you’ll do

Human Resources Management

  • Monitor, anticipate, and actively contribute to workforce planning and selection and contracting of complementary workforce within TSP.
  • Support the streamlining of the complementary workforce hiring process to ensure alignment with TSP’s business objectives.
  • Assist TSP personnel in understanding and implementing human resources policies and rules in liaison with relevant IDB departments.
  • Actively support the promotion of a positive and engaging work environment through the implementation of relevant HR exercises, such as work-life balance, diversity and inclusion, strengthening collaboration and teamwork, team-building and social events, and other initiatives to facilitate the implementation of change.
  • Support the internal onboarding program for TSP´s new employees.

    Budget, Financial Planning and Accounting

    • Coordinate the preparation of the annual budget of the Division, making recommendations for the overall proposal and strategy. Monitor budget execution, ensure efficient use of resources, and prepare reports for management review and decision making.
    • Identify and manage risks associated with financial plans and contracts and conduct the performance of financial analyses, forecasts, and contingency plans to accurately manage budgets and contracts.
    • Perform accounts payable functions, approve supporting documentation and authorize payments in the corresponding systems.
    • Support the general reconciliation of expenses (SAP, Hyperion), expenses auditing, creation of projections and reclassification processing.
    • Liaise with the corresponding corporate units (FIN, PRC, ACP) for inquiries, incidents, requests.

      Process management and information analysis

      • Contribute to the development and monitoring of the Division’s work program based on goals and expected results, supporting the execution of products, targets, and performance indicators (operational and/or administrative).
      • Promote internal communication to ensure effective dissemination of information within TSP.
      • Prepare and update internal guidelines and develop mechanisms and tools to ensure compliance with institutional policies.
      • Analyze existing internal processes and support the design of a plan of action to optimize the implementation of these processes, applying project management tools and methodologies.
      • Prepare reports and analyze metrics, making any pertinent recommendations to ensure critical metrics attainment and identify, solve, or raise any possible risks or issues.

        Administrative support

        • Effectively conduct administrative processes, office facilities, travel management, information technology systems accesses, and serve as one of TSP’s subject matter experts for all administrative management functions.
        • Provide guidance to TSP personnel in administrative matters and in the appropriate application of policies and procedures, expediting requests for information by applying knowledge of policies, rules, and processes.
        • Oversee and enforce the compliance of staff time reporting, leave administration, and ensure quality of information.
        • Support TSP service portal (ServiceNow) management, as well as the administration and response to internal requests initiated through the portal and continuous improvement of the ticketing system.
        • Identify issues that need to be addressed to improve efficiency and quality of various services provided within TSP.

          What you'll need

          • Education: bachelor’s degree in business administration, Economics, Finance, Engineering, or related areas, preferably with a master’s degree.
          • Experience: At least three years of proven experience related to the key responsibilities of the position, with a minimum of 2 years of experience (international highly desired) in budget, auditing, and administration areas, to include budget preparation, and financial analysis.
          • Knowledge in Bank´s systems (SAP, Hyperion), use of spreadsheets, database management and analytical tools is highly desired.
          • Language Skills: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
