Result of ServiceUnder the overall supervision of the Programme Management Officer, Climate Change Division, Mitigation Branch, Finance Unit, the consultant will support UNEP Finance Unit to lead efforts to develop “an Integrated, clean, climate resilient energy support programme for Pacific and selected ASEAN countries”. Besides developing the above programme, the results of the services should also develop 1-2 additional concept ideas/proposals based on UNEP’s existing activities as mentioned in section 1.1 and submit to potential donors for fundings. This will include following components (a) Selection of countries, sub- regions and concept ideas based on basic scoping, relevance, major donor’s priorities and need assessments (b) For the selected countries - Background research and analysis, need assessment and scenario buildings, stakeholder consultations, identifying synergies and complementarities with different existing initiatives and institutions, identifying potential partnerships, donor mapping and propose relevant programme activities (c) Based on the above, design and develop two to three project concept briefs and fundraising proposals (d) Support organizing donor’s roundtable with UNEP partners Work LocationHome based Expected duration4 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The consultant is needed to perform tasks of a technical, organizational and analytical nature, as part of the Finance Unit of the Mitigation Branch, Climate Change Division, United Nations Environment Programme (UNEP). Specifically, a senior expert is needed to provide technical and strategic support to UNEP in designing and developing two to three concept ideas in clean energy/mobilizing investment for climate technologies/clean energy/climate resilience including the design of a new program on Integrated, clean and climate resilient energy system for PACIFIC countries and selected ASEAN countries. The expert will carry out an in-depth donor’s mapping and analysis, identify potential donors, work closely with UN Women and other possible UNEP partners in organizing donor’s roundtable and subsequent report. The position is home based. The consultant will work closely with UNEP’s subregional office for Pacific and with ROAP including stakeholder consultations and partner engagement, donor’s mapping analysis development of draft proposals for the above programme and possible fund raising. Building upon UNEP’s existing activities (on decentralized /distributed energy systems, net zero and clean energy transition, renewable energy for climate resilience buildings and socio-economic development access to finance for clean and sustainable energy systems, cooling and cold chain, various climate resilience building projects in Pacific and ASEAN countries, climate resilient livelihoods, clean energy and climate technology for clean air), the consultant will design two to three “clean and climate resilient energy support Programmes” which would not only address the emerging energy use and energy security issues but primarily drive the climate resilience building, addressing the air pollution and waste management and promoting livelihoods and job opportunities in the countries. The design of the programme should also consider the several important themes such as gender and social inclusion in energy policies and programmes, women’s economic empowerment and skill development, mobilizing investment for distributed renewable/clean energy, enabling policy and investment environment for climate resilient energy infrastructure for health, food security, tourism and other sustainable development aspects. Qualifications/special skills• Advanced University degree (Masters or equivalent) in: energy systems; engineering; renewable energy, environmental studies; climate change, or a similar discipline is preferable. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • A minimum of 10 years in a relevant field of work, preferably with a focus on climate change, clean energy, climate resilient infrastructure, resource mobilization, climate finance. • Experience on energy policy analysis, access to finance for energy projects, development of energy support programmes, donor’s mapping and analysis. • Experience of working in Asia-pacific countries or SIDs would be highly desirable. Excellent written and oral communications skills on renewable energy for island countries, climate resilient infrastructure, sustainable development, gender and social inclusion. • Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations. Languages• English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
