The Tax Policy 2 Division (T2) of the Fiscal Affairs Department (FAD) at the International Monetary Fund is seeking to fill a position for a Research Officer/Sr. Research Officer to support its capacity development and analytical work on natural resource taxation. The selected candidate will take a lead role in maintaining the Fiscal Analysis for Resource Industries (FARI) framework supervised by divisional management. FARI is a core model and methodology developed by FAD for tax policy analysis and capacity development on natural resource fiscal regime analysis, modeling, and revenue forecasting.
T2 undertakes policy development and research, provides operational support to IMF country teams, and capacity development to IMF member countries on tax policy issues. The natural resource work involves advising governments on the design and implementation of fiscal regimes including taxes, royalties, production sharing, and other fiscal arrangements.
Main responsibilities will include:
Contributing to the analysis of mining and petroleum fiscal regimes using the FARI framework.
Maintaining and developing the Excel-based FARI model templates.
Updating the FARI multi-country fiscal regime database by monitoring mining and petroleum tax policy developments across most countries with natural resources.
Supporting technical assistance and capacity development activities in IMF member countries including by participating in country training and capacity development activities where appropriate.
Provide other support for T2 analytical work (including preparation of working papers, IMF notes, and other analytical output) and capacity development activities as needed in collaboration with other divisional staff.
Qualifications:
An advanced university degree in economics, finance, or a related field; or a university degree supplemented by a minimum of six years of relevant professional experience.
In addition, the successful candidate is expected to have the following skills and/or background:
Background in public finance with professional interest in tax policy especially as applied to natural resources.
Demonstrated ability to work independently and contribute to innovative analytical work and research.
Sound understanding of information technology for use in analyzing economic, financial and fiscal data.
Experience with financial analysis and discounted cashflow based modeling.
Advanced Excel skills including programming and database management.
Ability to carry out advanced quantitative analysis with econometrics software (e.g., Eviews, Stata).
Effectiveness in influencing others through strong communication and presentation skills (both written and oral).

This is a two-year contractual appointment renewable for up to four years of cumulative contractual service, pending incumbent's performance, budget availability and continuous business need.
