Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
Context:
The IOM Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand covers 40 countries in Asia and the Pacific region. The key responsibility of the ROAP is to formulate regional strategies and plans of action and to provide programmatic and administrative support to the countries within its region. Regional Thematic Specialists (RTS) in the various areas of migration management, policy and project development are based at the ROAP to fulfill this responsibility.
The Migrant Protection and Assistance (MPA) Division aims to provide a coherent response to the needs of migrants, states, and civil society to ensure that vulnerable migrants receive both case-specific and sustainable protection and assistance. Beneficiaries include asylum seekers, stranded migrants, migrants with health concerns, migrants who are victims of trafficking, exploitation, or other forms of abuse, as well as those considered highly vulnerable to such abuses, such as unaccompanied migrant children. As head of the ROAP MPA Unit, the Senior Regional MPA Specialist acts as a regional thematic resource person; provides policy and operational guidance; monitors and analyzes regional thematic trends; monitors developments of projects in the thematic areas; supports regional thematic project development, and reviews and endorses projects related to his/her thematic area of expertise in the Asia and the Pacific region.
Under the overall guidance of the Regional Director (RD) for Asia and the Pacific based in Bangkok, Thailand and the direct supervision of the Senior Regional Migrant Protection and Assistance Specialist, the successful candidate will provide technical support internally and externally on migrant protection and assistance related issues.
Core Functions / Responsibilities:
Support the Senior Migrant Protection and Assistance Specialist with the MPA Unit’s tasks and responsibilities, as necessary.
Serve as Officer-in-Charge (OIC) and oversee the MPA Unit in the absence of the Senior MPA Specialist.
Review, edit and coordinate inputs to project proposals, reports and other documents referred from the Country Offices (COs) to the Senior Regional MPA Specialist for approval and endorsement.
Assist with policy and operational guidance to IOM COs involved in providing direct assistance to individual migrants in need.
Assist with ROAP’s engagement and activities related to the Global Compact for Migration (GCM) implementation and review, UN Migration Network and COVID-19 Socio-Economic Recovery framework where relevant.
Coordinate Unit inputs to the IOM Institutional Questionnaire and similar institutional information requests.
Liaise with UN partners, regional bodies, including the Bali Process, Regional Support Office (RSO) and ASEAN, Colombo Process, as necessary.
Contribute to capacity building of IOM COs, government and civil society partners by designing training materials and delivering trainings.
Analyze and share related thematic information (including issues, trends and data) and best practices with COs, MPA, relevant colleagues and external parties through various channels including meetings, workshops, and Press Briefing Notes.
Contribute to strengthening the MPA portfolios of IOM COs.
Assist in managing the ROAP’s MPA Division’s internal information network.
Contribute to expanding the knowledge base on MPA by facilitating the use of data management system and keeping a record of on-going projects.
Undertake any assigned travel duties, to enhance MPA portfolio in the region including supporting project monitoring visits.
Provide administrative support to the Unit, including supporting the recruitment process of, and assist in supervising and training incoming interns into the Unit, and contributing to final intern evaluations.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
• Master’s degree in Political or Social Sciences, Law, Business Administration, Public Administration, Communications, International Development or a related field from an accredited academic institution; or
• University degree in the above fields with two years of relevant professional experience.
• Experience preferably in an international or non-governmental organization, in the field of migration;
• Experience in development cooperation with an international or non-governmental
organization, preferably in the field of migration including operational and field experience; • Experience writing papers, briefings, articles and with own work published an advantage;
• Experience working in the region is an advantage;
• Academic and/or publishing record on migration-related issues an advantage.
• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.
• Knowledge of UN and bilateral donor programming.
• Knowledge of procedures for project development, management and reporting.
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Spanish, French and/or any Asian language is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
