Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Regional Human Resources & Administration Specialist to join the Asia & Europe Regional Office, supporting the region countries.

About the job

This role has a regional focus and ensures compliance with DRC procedures and guidelines within the whole regional area. The role contributes to the development of regional strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing activities with regional scope.

Responsible for carrying out HR and administrative tasks as related to smooth operation of DRC.

Your main duties and responsibilities will be:

Human Resources

Recruitment, development and people planning

Drive and support recruitment and selection activities ensuring compliance with recruitment process Ensure proper onboarding process for new staff in the regional hub in Bangkok Ensure oversight and consistency in position titles and grades, across all field locations Support staff development activities including promoting the DRC Learning Catalogue Lead or supporting HR Manager in provide People Management Training for all managers in the region

Performance, well-being and compensations & benefits

Proactively respond to and manage performance counselling, employee grievances and disciplinary issues as required, with a focus on building manager competency and ensuring that documentation is kept Lead the performance management process Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labor regulations and requirements Lead people well-being initiatives Support implementation and review salary structure in partnership with the Senior Management team and HR in country and coordinate annual compensation review process and compensation adjustments as needed

Human Resources Policies and Support

Ensuring the countries are following global processes, policies and the operations handbooks for HR and ensure they are always up to date Ensuring that global policies and regional frameworks are localized and are aligned with local labor laws Proactively pursue continuous process improvement in Human Resources related practices in order to enhance the quality and efficiency of output/delivery Work closely with HQ and country offices within the region to share information and provide support as required Support implementation of global HR policies and other HR projects in collaboration with HQ HR Partner and RO HR Manager Ensure proper gap-filling for short time substitution if needed

ERP DRC Dynamics System

Maintain quality of data, perform quality check-up and regular clean-up of data for the regional office & Cos Support COs with troubleshooting any occurring issues related to DRC dynamics

Administration

Act as focal point for the setup, operations and administration of Bangkok hub office. Coordinate for Bangkok office’s legal administrative tasks including but not limited to the registration related compliance tasks, work permit application, business visa application etc. Act as Admin focal person for the Royal Thai government’s authorities and facilitates the communicate and exchanges with Thai authorities. Coordinate the organization of the visits for external visitors and support in organizing workshops, meeting etc. Act as focal point for the administration of tenancy agreements & liaise with lessors for office and staff accommodation. Prepare payments and expense reports on Dynamics related to Bangkok office

About you

To be successful in this role we expect you to have a minimum of 3 years' working experience in Human Resources, preferably with at least 2 years in a senior Human Resources role within an NGO preferable in a regional position and working experience in Administration.

Moreover, we also expect the following:

Bachelor's degree in Human Resource Management, Business, or Social Science Degree specializing in Human Resources Demonstrated understanding and working knowledge/experience of Human Resources Management and Administration principles, concepts & processes Extensive knowledge on labor laws within the region preferably expert on navigating the labor laws in Thailand and countries in Asia region. Excellent skills in handling and advising on complex people management issues Experience in developing Human Resources strategies and policies, and driving implementation Experience using an online system for recruitments and extensive experience working with ERP systems Full professional proficiency in English Full proficiency in Thai (writing also)
