Overview

The Information Technology Department (ITD) is seeking to hire a Project Manager/ Senior Project Manager for the Project and Vendor Management Division (ITDPVPM).

ITPVPM oversees and provides resources to manage the portfolio of programs and projects to ensure successful implementation as well as management of vendors selected to provide services for those programs and projects. All programs and projects are viewed at both a portfolio and individual level to help manage inter-dependencies, resource demands across ITD, minimize risks, and to set and monitor priorities. Program management operates across ITD to ensure that (i) priorities are defined and managed, (ii) programs and projects are delivered successfully in accordance with business needs and ITD technical standards, and (iii) resources are utilized as efficiently as possible.

Job Summary

He/She will be responsible for ensuring the success of a program/project with focus on the implementation and support of new application systems for the IMF (the Fund). He/She will ascertain that appropriate timing, resources, and sequencing of work efforts are applied in the program/project to create the deliverables within an agreed time frame, budget and in compliance with quality standards, and will also provide leadership and technical direction to the different program/project teams, ensuring that all stakeholders and vendors are managed appropriately. The incumbent will report to Division Chief, ITDPVPM and may supervise other Fund Staff, project managers and contractor personnel as applicable.

Major duties and responsibilities

  • Leads the management of program/project scope, resources, timeframe and expectations in alignment with the different program/project budgets

  • Works in close collaboration with the Program Chief, Program sponsors, Steering Committee members and other members of the initiative to ensure successful implementation of both business and technical workstreams

  • In collaboration with the Program Chief/Sponsor, leads, motivates, develops and manages the program/project team responsible for the implementation of the major transformation initiative. Assists the Program Chief in building a high caliber project team with the skills and capabilities needed to deliver end‐to‐end transformation initiatives

  • Supervises the day-to-day program/project activities and ensure that appropriate internal and external resources are allocated to the different projects

  • Identify program/project risks, recommend appropriate mitigating actions in consultation with relevant stakeholders, and manage the implementation of these actions to minimize or completely negate any impact to the program/project

  • Responsible for the planning and execution of major transformation initiatives and works cross-functionally and with multi-disciplinary teams to ensure ITD is supporting the transformation objectives and enabling business capabilities.

  • Resolves program/project-related issues or escalate these issues for resolution, as appropriate.

  • Monitors and evaluates program/project progress. Provides accurate and timely reports to management, Steering Committees and others, as applicable

  • Ensures that relevant procedures and practices are followed by the different project teams and provide recommendations where those procedures and practices could be improved

  • Facilitates smooth turnover/rollout of projects to the Business Area, ITD support and maintenance teams and managed services providers

  • Builds effective work relationships among key project stakeholders, business areas, and all internal and external partners to achieve objectives

  • Works closely with other departments and units to deliver work, such as: ensuring work is guided by agreed priorities; guaranteeing high standard of deliverables; ensuring adherence and compliance to information security requirements, ITD’s Integrated Project Management Lifecycle, and close monitoring of program/project status; responding to audit findings within area of responsibility, etc.

  • Works in close collaboration with other members of the Product Management Office and Delivery organization to ensure that business needs are being met and that ITD is the go‐to partner for IT capabilities

  • Maintains a strong understanding of the Fund and its departments and divisions

  • Negotiates at senior levels on technical and commercial issues with the business

  • Acts as an advisor and builds and maintains senior level relationships across the wider stakeholder community

  • Provides strong program/project management leadership for both the technical and business process workstreams. Adheres to PMI best practices for project and program management, such as:

    • Leading the development of the business case, CBA, project charter, scope, PMP, integrated project plan and other project management documents

    • Issuing weekly status reports, tracking completion of schedule activities, updating RAID logs, tracking hot topics and escalating issues as required

    • Holds both technical, business and vendor project team members accountable for on-time completion of tasks as part of regular progress meetings

    • Conducts regular reviews with business Program Chief, executive sponsor(s) and stakeholders to update on status and identify project/program needs, issues and/or changes

    • Establishes and ensures appropriate governance functions for the project/program in accordance with enterprise policies, practices and on behalf of the executive sponsor

    • Manages the costs, financials and funding aspects of the transformation initiative

    • Ensures that project is implemented on schedule and on budget and project goals are accomplished and in line with business objectives

    • Collaborates with PMO on periodic status reporting and managing scope, cost, and schedule health

    • Directs and coordinates activities of Project personnel to ensure Project progresses on value delivery schedule and within budget

    • Where required, liaises with Product Management and Delivery teams to manage and prioritize product portfolio and upcoming projects.

      Minimum Qualifications

      • Educational development, typically acquired through the completion of an advanced university degree in computer science, engineering, mathematics or related field of study plus a minimum of (4) four years of relevant professional experience; or a bachelor’s degree in computer science or a related field of study plus a minimum of ten (10) years of relevant professional experience, is required.

      • Preferred industry-recognized Program and Project Management Certification such as MSP, PMP or Prince2

      • Minimum 4 years of proven experience managing diverse and multi-skilled teams (including team based offshore) for successful delivery of projects including projects requiring complex integrations with other systems

      • Exceptional program/project management, organization and communication skills

      • Demonstrable experience in managing and taking responsibility and accountability for large scale programs and projects with multiple stakeholders

      • Demonstrable experience in building relationships with multiple parties (internal and external) to ensure quality and timely deliverables are achieved even without direct control over those parties

      • Demonstrable experience in working with internal stakeholders and external suppliers and outsourcing support work to drive internal and external teams to meet their deliverables to agreed quality and timelines

      • Ability to apply accepted project management and implementation methodologies and to mentor and coach both National staff project managers, business analysts and other members of their project/program team

      • Demonstrated proficiency in preparing and presenting project/program status to Steering Committees

      • Demonstrated proficiency in preparing and presenting new business cases, both orally and in writing, and providing appropriate quality of deliverable to ensure the business case is approved through ITD’s governance process

      • Experience in preparing comprehensive Statement of Work, vendor selection and vendor management

      • Expert knowledge of software development methodologies

      • Relevant, prior experience or expert knowledge in financial systems implementation

      • Excellent negotiation skills when dealing with internal stakeholders and external vendors

      • Strong analytical skills

      • Excellent interpersonal, relationship, and stakeholder management skills

      • Excellent written and verbal communication skills in English

      • Proven track record of success in leadership positions

        This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.
