    ABOUT Programme Policy_Food Systems AT WFP


    This position is based in Bujumbura and reports to Head of Programme.

    ORGANIZATIONAL CONTEXT

    The World Food Programme (WFP) Burundi Country Office is currently seeking a mid-career professional candidate to fill the position of Activity Manager 6 to be based in the Programme Unit, Bujumbura, Burundi.

    Burundi is a country with a widespread food insecurity and malnutrition. The Government is committed to address Food and Nutrition insecurity through the development of a Strategic plan as well as a road map aiming at building a dynamic food system that bring nutritious food from the farm right onto people’s plates, make markets more effective and ensure that smallholder farmers, traders, and others along the supply chain each receive a fair share of the profit.

    In line with the above Government goal, the United Nations system adopted a new United nation Sustainable Development Cooperation Framework (UNSDCF 2023-2027), which priority to the transformation of food systems as the first key pillar.

    In light of this context, WFP Burundi is implementing a Country Strategic Plan (2024- 2027) since March 2024. The CSP aims at continuing to support the Government to address food insecurity, reduce malnutrition, transform food systems, build the resilience of vulnerable populations and strengthen national capacities toward achievement of Sustainable Development Goals 2 and 17. The main pillar of the ICSP is to support the Government in the transformation of the food systems to a more sustainable and equitable food systems.

    Based on its comparative advantage, WFP has been tasked by UN country Team, Donors and the Government to lead the transition towards food systems transformative pathways.

    Thus, the CO has received funding (USD 19 million) to implement activities focusing on food system and integrating all its aspects (food production, food handling, storage and processing, food trade and marketing, consumer demand and food utilization). This flagship project has been identified by RBN to serve as a model for implementing the food system approach. The Government of Burundi, the UNCT and RBN are looking forward to concrete results to scale up BDICO food system approach.

    The implementation of this integrated activities requires strong internal capacity for proper planning, implementing, monitoring, oversight and coordination, management of financial resources, operational partnership, and networking with partners and government institutions. There is also an urgent requirement for the expansion of partners strategic engagement and a reinforcement of data management function to enhance credibility of reports for internal/external audiences.

    THE ROLE

    To design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.

    This role main purpose is to provide support to technical and operational support to activities that effectively aim at contributing to government’s efforts towards resilient food systems transformation in Burundi. The focus will be on leading the implementation of activities under activity 6 and 7 of the CSP line of sight.

    KEY ACCOUNTABILITIES (not all-inclusive):

    Reporting to the Head of Programs the incumbent will be responsible for the following:

    • Support design and implementation of WFP Burundi CO food systems transformation portfolio, liaising with Regional Bureau Nairobi (RBN), HQ teams, external specialists and academia as needed.
    • Contribute to review and revision of strategic documents with respect to food systems.
    • Support Country Office teams in food systems-related activities, including value-chain analysis, strategy development, programme, or policy design, etc.
    • Support coordination across different BDI CO different functional units (programme, logistics, procurement, etc.) to ensure that different food systems related initiatives are aligned and prioritized.
      • Manage and coordinate the implementation of WFP BDI CO main food systems programmes,
      • Support the BDI CO management in the development and maintenance of relevant external partnerships (research institutions, other UN agencies, CG institutes, etc.) relevant to food systems.
      • Lead the knowledge management and evidence generation activities, with respect to food systems, for the BDI CO.
      • Support to strengthen resilience project planning based on the three-pronged approach (3PA), including conducting (i) Integrated Context Analysis (ICA) at the national level, (ii) Seasonal livelihood programming (SLP) at the sub-national level, and (iii) Community-based Participatory Planning (CBPP) at the local level.
      • Organize and Facilitate Food Assistance for Assets (FFA) refresher training for partners and WFP staff.
      • Develop and update / share FFA tools to meet Burundi- specific context.
      • Support the planning and organization of a Workshop on food systems,
      • Engage with government stakeholders and partners to provide support and technical expertise for the planning, formulation and implementation of integrated resilience and livelihood programmes, and to strengthen government and community ownership and effectiveness of food security and nutrition programmes at global/regional, national, and sub-national levels – including through extended field work.
      • Support the planning organize orientation of Environment Impact Screening and share related tools.
      • Support to review and finalize the draft MoU with University of Burundi
      • Advocate for and contribute to mobilizing resources to sustain and scale up food systems transformation portfolio of WFP BDI CO including efforts to support coordination initiatives under the Outcome 5 in the United Nations Sustainable Development Cooperation Framework (UNSDCF 2024-2028). Other resources mobilisation may include leveraging food systems and resilience finance facilities under the UN Capital Development Fund (UNCDF)
      • Ensure that the assigned financial resources are used as per corporate policy and framework for achievement of set objectives.
      • Take responsibility for incorporating gender perspectives in areas of work, to ensure equal participation of women and men.
      • Supervise, lead, motivate and develop capacity of a team of staff to enable high performance.
      • Other as required.

        QUALIFICATIONS AND EXPERIENCE

        Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.


        Language: Fluency (level C) in English and English languages
