    Job Purpose: This position is expected to contribute to the implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing decentralized evaluations, and thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies. They may also contribute to the formulation of country monitoring and evaluation strategies, lead various initiatives, and contribute to policy development. In the context of Cambodia CSP, this position also contributes to M&E technical assistance to the government partners, and evidence generation and use.

    ACCOUNTABILITIES/RESPONSIBILITIES:

    This position reports to WFP Head of Research, Assessment & Monitoring (RAM), providing leadership and guidance to WFP’s M&E work. This position supervises the M&E team members.

    Programme M&E and technical assistance

    • Lead the implementation of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements.
    • Lead the implementation of the country capacity strengthening (CCS) M&E framework to generate and use evidence of WFP’s technical assistance to nutrition, social protection, food system and disaster risk management.
    • Support on-going and future M&E technical assistance to the government stakeholders, including NSPC, MoEYS, NCDM and others.
    • Contribute and support evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.
    • Build M&E capacity of WFP staff and partners through delivery of training and information sharing. Manage staff members and guide as required to enable high performance.

      Reporting and coordination

      • Support managing data and information of corporate monitoring tools and platforms, including COMET.
      • Support managing quality and accurate data and information reporting to corporate reporting (mid-year review, annual country report) and donor reporting.
      • Represent WFP’s M&E capacity in relevant project meetings, particularly the quarterly meeting and ad hoc meetings with government counterparts, donors, other UN agencies, etc.
      • Contribute to the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, including United Nations Development Assistance Framework (UNDAF) aligned with nationally owned sustainable development goals.

        Evaluation management and use

        • Lead and coordinate mid-term and thematic reviews and evaluations, which are intended for internal learning, strategic and operational decision-making.
        • Oversee management of decentralized evaluations related to the programme to ensure these are conducted in a timely, relevant way in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS). This entails the support to management of all evaluation phases: planning, preparing, inception report, data collection, data analysis and report, and dissemination and follow-up.
        • Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required in complex portfolios.

          Team performance management

          • Monitor and evaluate team performance by setting clear goals, tracking progress, and providing regular feedback to ensure alignment with company objectives.
          • Develop and implement performance improvement plans, coaching team members to enhance skills, productivity, and overall team effectiveness.

            QUALIFICATIONS & EXPERIENCE REQUIRED:

            • A master’s degree in development studies, social sciences, M&E and data science or a closely related field.

              EXPERIENCES:

              • At least 3 years of relevant professional experience in a relevant field of work, preferably in development context.
              • Experience required in monitoring and/or evaluation, including proven track record of using a variety of quantitative and qualitative analytical tools and methods.
              • Experience in working with governments and/or national entities in capacity building and handover programmes.

                KNOWLEDGE & SKILLS:

                • Sound theoretical understanding of M&E concepts and principals with a broad knowledge of best practices, techniques, and processes.
                • Strong analytical skills with the ability to analyse and interpret information and draw out the key messages.
                • Strong oral and written communication skills, able to clearly articulate insights to stakeholders in WFP internally and externally.
                • Ability to lead, motivate and develop teams of technical and non-technical staff.
                • Ability to collaborate and work cross sectorally and in a cross-team environment.
                • Knowledge of common business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems.
