Position Title: Program Officer, FHI 360 Central Asia

Reports to: Regional Project Director, FHI 360 Central Asia

Project Description

Draw upon decades of HIV programing, FHI360 will provide training, capacity building, and technical assistance (TA) in a comprehensive set of evidence-informed interventions that span the HIV services cascade for selected community partners in the Eastern Europe and Central Asia region. FHI 360 will work closely with community partners to adapt, adopt, and scale up evidence-based approaches while building sustainable local capacity to maintain and continually improve and expand implementation. FHI 360 will strengthen technical organizational capacity so that community partners conduct all technical activities themselves and take a leadership role in adapting technical materials.

Position summary

The Program Officer will provide general coordination support to the project team and local partners and coordinate FHI360 technical assistance team’s work with the partners. The Program Officer will report to the Regional Project Director, coordinate events, activities, and communication with non-governmental organizations (NGOs), FHI360 TA team and the donor. The Program Officer will provide day-to-day oversight, coordination of TA activities, efficient communication between partners and FHI 360 team, organizations of calls and trainings, coordination of capacity development activities and program monitoring and reporting. The Program Officer will work with technical, program and finance staff to ensure smooth operation of these functions. They will also support documentation of program progress, successes, and lessons learned. The position is open to Kyrgyzstan residents and will be based in Bishkek, Kyrgyzstan.

Position Responsibilities:

  • Coordinate the TA planning for NGOs. Develop TA plan for each partner and coordinate with the FHI360 team its’ implementation.
  • Coordinate program planning, design, review, and the monitoring of project activities with the project team and assigned NGOs.
  • Support the project team in developing training and TA materials. Prepare training reports.
  • Monitor and address programmatic issues in a timely manner and keep the project team apprised of activity progress.
  • Provide ongoing direct technical support to community partners.
  • Oversee the development and management of NGOs monitoring and capacity building plans.
  • Assists with the preparation of project deliverables and documents program activities and deliverables.
  • Contribute to the development of program reports and success stories.
  • Performs other duties as assigned.

    Minimum Qualifications:

    • Bachelor’s degree or its international equivalent in public health, international development, management, or a related field.
    • Minimum of two to five years of experience in public health program management; experience working on key population (KP) programs preferred.
    • Experience working on international donor funded projects.
    • Experience managing subpartners and providing technical and managerial guidance.
    • Demonstrated experience working independently with initiative to manage high volume workflow, being responsive to partners and project leadership, and troubleshooting issues.
    • Ability to work well with others and to develop and maintain compatibility among project partners, staff, sub-partners, consultants, and recipients of assistance.
    • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding people living with HIV/AIDS and KP.
    • English, Russian languages fluency is required.
