Program Manager (Anticipated)

The Program Manager provide overall leadership for the anticipated Foreign, Commonwealth and Development Office (FCDO)-funded “Clean Air for Mothers and Newborns in Nepal” initiative. S/he will be responsible for translating the project’s vision, strategy, and technical direction into actionable plans, ensuring high-quality implementation across health system, household/community, and policy levels. The Program Manager will serve as the primary operational lead for grant delivery, overseeing work planning, partner coordination, compliance, monitoring, and reporting.

This role requires close collaboration with local, provincial, and federal stakeholders civil society, and health facilities to reduce air pollution exposure among pregnant women and newborns, strengthen local health systems, and advance policy reforms. This position is a core position for anticipated project, contingent upon funding availability and funder approval.

Key Responsibilities

  • Lead the development and execution of annual and quarterly work plans, ensuring alignment with the programme’s theory of change, FCDO and management agent requirements, and FHI 360 standards.
  • Ensure timely, high-quality delivery of outputs and outcomes across the three program domains: health systems, households/communities, and policy.
  • Build and maintain strong relationships with municipal/provincial governments, stakeholders, health facilities, and community leaders.
  • Represent the programme in policy dialogues, technical working groups, and review meetings and other platforms of the local, provincial, and federal levels.
  • Ensure interventions are contextually relevant and inclusive.
  • Provide strategic oversight to the local implementing partner on various aspects of program implementation while ensuring compliance with subaward terms and FHI 360 policies.
  • Facilitate partner capacity building in technical delivery, compliance, and reporting.
  • Manage implementing partner and Lead routine performance review meetings with partners to assess progress, address bottlenecks, and adapt strategies.
  • Provide guidance to the partner to document and disseminate lessons learned, good practices, and success stories.
  • Identify and mitigate program risks.
  • Liaison with fund management agency and the FCDO in relation to programmatic and operational requirements of the programme.
  • Support the Country Director in donor reporting and strategic communications.
  • Represent the program in external events and forums as assigned.
  • Perform other duties as assigned by the supervisor and the Country Director.
