In Mozambique, the Health Portfolio has been expanding since February 2019, being currently a multi-donor funded Portfolio.

Under the Health Portfolio, UNDP’s intervention contributes to the implementation of the CMAM Strategic Plan for Pharmaceutical Logistics (PELF). UNDP technical support contributes to the CMAM and NTP efforts to improve treatment outcomes for MDR-TB, infectious disease control, and storage conditions of the medicines, vaccines and other health products. New financing agreement includes intervention in Beira city (Sofala Province) Medical Warehouse - civil works and equipment - and comprehends the procurement and installation of incinerators for North and South Regions of the country for end-user MoH/Central Medical Stores.

As part of the ONE UN Health Plan and the MoH Emergency Response Plan, and through the partnership with the Government, National Health Institute, UNDP is strengthening laboratory capacity for decentralized COVID19 testing, ensuring adequate health infrastructure, including through rehabilitation and installation of prefabricated health infrastructure. For COVID-19 response is planned the continued establishment of Laboratories for testing and respective equipment. As well, new scope of works were requested for rehabilitation of Regional Health Infrastructures (Maputo, Nampula, Beira) for end-user National Health Institute.

Through Health projects, UNDP Mozambique is also establishing hospitalization centers for COVID-19 patients; and entering in Cabo Delgado to support re-establishment of basic social services through community health centers.

Duties and Responsibilities

Supports the development and maintenance of procurement architecture to efficiently and cost-effectively meet UNDP’s needs for the health infrastructure works procurement – with the following key responsibilities:

Conducts procurement processes in response to approved procurement plan and as well to specific needs upcoming from emergency context; Supports the development and implementation of Key Performance Indicators to monitor the performance of suppliers awarded and provide regular consolidated reports for efficient contract management; Conduct monthly meetings with suppliers and liaise procurement service partners to ensure timely and effective delivery of required goods and services; Supports the identification and mitigation of procurement and delivery related risks; Provides support and guidance to technical team of Engineers and Architects on the development and implementation of strategies for complex health infrastructure works procurement; Liaises with Country Office Procurement Unit to enable efficient and cost-effective procurement and logistics support.

Supports the elaboration of innovative procurement strategies to respond to new demands/opportunities - with the following key responsibilities:

Identifies areas for analysis and opportunities to support health infrastructure works procurement and complete reporting requirements; Participates in meetings with suppliers/other procurement partners as delegated.

Ensures efficient management of procurement processes for Health Programme and related projects under implementation at national and sub-national levels, focusing on achievement of the following results:

Timely and proper preparation, implementation and update of procurement plan for the Health programme and related projects, ensuring the achievement of established deadlines and monitoring of their implementation to address mitigation measures as necessary and applicable to deviations resulting from emergency context; Establishment and implementation of proper monitoring system and control of procurement processes including organization of RFQ, ITB or RFP, receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation; Development of quality submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP); Elaboration and implementation of the internal control system which ensures that Purchase Orders (PO) are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems. Management of Procurement Dashboard plan for the Health programme and related projects; Management of the implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement; Conceptualization, elaboration, and implementation of contract strategy for the Health programme and related projects; tendering processes and evaluation, contractor appraisal, evaluation, and negotiation of offers, management of the contract and contractor, legal considerations and payment conditions, risk assessment; Conceptualization, elaboration and implementation of strategic procurement for Health programme and related projects - including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, procurement introduction and promotion, performance measurement.

Ensures elaboration, introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:

Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality, and performance measurement mechanisms; Management of the e-procurement system.

Ensures facilitation of knowledge building and knowledge sharing with health team on achievement of the following results:

Organization of training for the operations/ projects staff on Procurement; Organization of trainings for Govt. staff on Procurement as required; Synthesis of lessons learned and best practices in Procurement.

Key Results: The key results have an impact on the overall Health programme and related projects efficiency in procurement management and in the successful establishment and implementation of related strategies. Strategic approach to procurement, establishment and implementation of the monitoring and control system, timely and appropriate delivery of services, introduction of e-procurement, ensuring client satisfaction and overall timely delivery of all the projects under implementation at national and sub-national levels.

Institutional Arrangement

The Procurement Specialist will work under the strategic guidance and direct supervision of the Health Programme Manager, and in close collaboration with the Country Office Procurement Unit.

Experience: 5 years of relevant experience at the national or international level in procurement management; Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web based management systems as ERP; Sound background of Health infrastructure works and medical equipment procurement; Strong working knowledge of health programmes procurement management based in the field; Experience with Audit requirement is highly desirable; Work experience in emergency context is highly desirable; Sound background of UNDP procurement UNDP rules and regulation is an asset; Certification in pharmaceutical and vaccine management is highly desirable considering the expansion plans for the Health programme and the new Partnership with Gavi;  CIPS 4 is mandatory.

Language:

Proficiency in written and spoken English is mandatory; Working knowledge Spanish is desirable; Fluency or working knowledge Portuguese is desirable.

Professional certificate:
