The Aspire to Innovate (a2i) Programme builds on the Government of Bangladesh’s efforts to introduce a citizen-centric culture of innovation in civil service to improve service delivery and make services more inclusive, affordable, reliable and easier to access. This project will provide support to establish institutional mechanisms and improve accountability to accelerate SDG achievements in Bangladesh.
This project will have three components:

1. Institutionalizing Public Service Innovation and Improving Accountability
2. Catalyzing Digital Financial Services and Fintech Innovations
3. Incubating Private Sector-enabled Public Service Innovation

‘Aspire to Innovate (a2i) Programme’ is looking to recruit a Procurement Assistant who will provide support to procurement tasks of the project.
The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by ICT Division and Cabinet Division.

 

 

Summary of Key Functions:
 

  • Support to procurement of the project
  • Assist in other UNDP/NEX and GOB related Procurement activities of the project
  • Assist in Procurement planning and Management
  • Assist in contract management
  • Support to Knowledge building and knowledge sharing

Duties and Responsibilities:

Under the overall supervision of Programme Advisor, the Procurement Assistant will report to the Head of Operations. S/he will be responsible to provide supports to Procurement Team in procurement activities of the project. S/he will have the following duties and responsibilities:

Support to  procurement of the project

  • Execute all COVID 19 related urgent procurement of the project reliably.
     
  • Ensure full compliance of procurement activities with UNDP rules, regulations, policies and strategies for UNDP funded procurements.
     
  • Ensure full compliance of procurement activities with PPR-2008 and GoB rules, regulations, policies and strategies for GoB funded procurement.
     
  • Provide guidance to project staffs in preparing ToR/specification and ensuring accuracy.
     
  • Prepare solicitation documents and all procurement related documents.
     
  • Arrange and conduct pre-proposal meeting, proposal opening meeting and evaluation meetings.
     
  • Categorize vendor database and develop new vendor network.
     
  • Ensure proper filing system of all procurement documents.
     
  • Carryout contract management efficiently.
     
  • Provide support to research and draft responses to inquiries and review procurement requests;
     
  • Provide inputs to the implementation of procurement management policies and strategies on cost-saving and reduction;
     
  • Implement procurement management policies and strategies;
     
  • Contribute to the development of sourcing strategies.


Assist in other UNDP/NEX and GoB related Procurement activities of the project

  • Assist in preparing procurement advertisement, evaluation and contract documents for other UNDP/NEX and GoB related procurement as per project need.
     
  • Assist in developing payment schedule for upcoming procurement and ensure timely bill clearance for vendors.
     
  • Assist in preparing any procurement related reports as per projects need.
     
  • Assist in managing procurement files and prepare for audit.

Assist in Procurement Planning and Management:

  • Prepare procurement plan for upcoming COVID 19 related procurement request and Individual Consultant.
     
  • Prioritize and strategize procurement request as per urgency and importance.
     
  • Selection of suitable procurement methods as per project need and policy compliance.
     

 
Support to Knowledge building and knowledge sharing

  • Arranging and participating in different training session on procurement for project staff.
     
  • Identifying knowledge building scope and contribute in developing contents for knowledge building session. 
     
  • Introduce procurement best practices in the project.

The key results have an impact on the overall success of the procurement activities of the project in terms of expediting Procurement and administrative activities as well as smooth procurement support to project.

Education:
 

University degree in Business Administration or related field. Specialized training in procurement is desirable;
 

Experience:
 

  • Minimum 2 years of relevant procurement experience at the national or international level and overall minimum 5 years of experience;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of automated procurement systems;
  • Experience in handling of web-based management systems;
  • Flexibility to work in a team and temperament to work under pressure
     

Language Requirements:
Fluency in written and spoken English and Bangla.
