The Position:
The Programme Analyst is located in the Sub-regional office in Jamaica and reports to the UNFPA Deputy Director of the UNFPA Office for the English and Dutch Speaking Caribbean.

Job Purpose:
The Policy/Programme Analyst provides assistance in the design, planning and management of SRO’s work plans by analysing relevant political, social and economic trends and providing inputs to project formulation and evaluation, joint programming initiatives and national development frameworks with a particular focus on population dynamics and projections and gender equality relevant to UNFPA programming. The Policy/Programme Analyst provides assistance with policy and programme development, programme management support, and project monitoring and evaluation by using and developing appropriate mechanisms and systems and ensuring compliance with established procedures, and best practices.
You would be responsible for:
A. Policy and Programme Development
Review the political, social and economic environment relevant to population and development; sexual and reproductive health and gender equality, and their interlinkages and pursue opportunities for UNFPA intervention in a structured manner; Assess implications of new policy developments and strategies and provides advice in respect to SDG targets in line with the ICPD beyond 2014 commitments; Contribute to the implementation of evidence-based advocacy, influence policy and programme approaches by consolidating and providing research data and programme results and through learning and knowledge platforms, report writing and dissemination; Provide technical support to meet subregional data needs including population dynamics and projections; substantive and analytical support to reports and documents produced by the Sub-Regional Office for the Caribbean; and Contribute to strengthen coordination and strategic partnerships in the area of data; support advocacy, communications and resource mobilisation efforts by making relevant data and information available .B. Programme Management support, and Knowledge Management
Ensure the creation and documentation of knowledge about current and emerging population development trends, including gender issues; Conduct or provide quality assurance to secondary data analyses for national and sub-regional advocacy and policy dialogue interventions; Identify areas for research in development of UNFPA niche, leading the analysis, including design, and quality assurance, and synthesis of substantive trends, emerging needs and research findings in order to produce innovative and cutting edge knowledge products for programme implementation; Provide leadership in the analysis of substantive reports on population and development issues and support the formulation of follow-up actions in review of policies, programmes and processes (including emerging issues of impact of low, fertility, ageing and migration); Prepare materials for publication and dissemination for South-South Cooperation such as best practices and practical lessons learnt; and Support the monitoring of programmatic and financial implementation of the subregional programme and provide sound evidence backed information, data and best practice to enhance team-wide reporting, communications, innovation and knowledge management.C. Monitoring and Evaluation, Capacity building and Partnerships
Support capacity building of national counterparts in data appreciation for evidence-based policy and programme design around resilience, humanitarian preparedness and response and gender equality; Act as Monitoring and Evaluation focal point for UNFPA’s sub-regional programme under the guidance of the Deputy Director including to ensure a consistent approach to UN monitoring through UN INFO and the Country Implementation Plans under the UN Multi-Country Sustainable Development Framework in alignment with the sub-regional programme targets and corporate reporting requirements; Provide technical guidance and support to ‘data for development’ programmes; and Support capacity building for the national statistics systems to monitor the ICPD agenda and SDGs related to the UNFPA mandate. Other duties that may be assigned by the Director or the Deputy Director.Qualifications and Experience:
3 years of prior professional experience in the field of program development, population activities or monitoring and evaluation and knowledge of issues of sexual and reproductive health and rights, gender equality with an emphasis on adolescents and youth would be desirable. At least one-year experience in Policy/Programme analysis activities.
Education:
Post-graduate University Degree or equivalent in demography, population & gender studies, economics, monitoring and evaluation, or other field directly related to the substantive areas of this position
Languages:
Fluency in English required; working knowledge of Spanish is an asset.
