The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level - support countries in the achievement of their development priorities and the attainment of the SDGs. The OMT and Common Services Associate works in close collaboration with the members of the OMT and provides direct support to the OMT Secretariat for effective planning, development, coordination  and implementation UN Efficiency Reforms led by UNCT Ghana (Business Operations Strategy, Local Shared Service Center, Common Premises ).

The Common Services Administrative Associate will use the UNDP systems which requires working in close collaboration with the UNDP’s Operations and is expected to comply with UNDP standard and procedure. He or she will work with other UN agencies' staff to exchange information and ensure consistent service delivery.

The position is also responsible for planning and management of the inter-agencies common services resources.   Duties and Responsibilities

  1. Within limits of delegated authority, the incumbent will be responsible for the following duties:

    SUPPORT IMPLEMENTATION OF THE UN BUSINESS OPERATIONS STRATEGY (BOS) 2.0 IN GHANA:

    1. Support operationalization of the BOS 2.0, including its monitoring, assessment of achievements and client satisfaction levels, annual review and reporting.
    2. Support establishment of Local Shared Services Center which will provide dependent services to the UN entities in Ghana. 
    3. Liaise with the UN Development Coordination Office and UN agencies in the country on relevant guidelines and processes.
    4. Support implementation of various ICSC Surveys (DSA, Place to Place, Local and Hardship classification).
      1. Undertake relevant outreach activities and conduct briefings with UN staff members on relevant issues.
      2. Keep abreast of latest innovations and developments related to the UN’s efficiency reform
      3. Identify good practices and lessons learned in the implementation of the UN’s efficiency reform at the country level.
        1. COORDINATE AND SUPPORT UN INTERAGENCY PROCESSES AND TASKS RELATED TO COMMON BUSINESS OPERATIONS:
          1. Serve as the Secretariat of relevant interagency groups and mechanisms, such as the UN Operations Management Team.
          2. Provide expertise and overall technical support to the Head of RCO on common business operations and operational issues.
          3. Lead and/or support interagency task teams in completion of selected tasks.
          4. Work with the RCO TL and OMT Chair to integrate business operations into key programmatic areas that impinge on global priorities – for example in the areas of Climate Change, Greening the Blue, data and M&E, and the Prevention agenda as well as Preparedness for emergencies.
          5. In close cooperation with the RCO’s gender, human rights and disability inclusion focal point, support integration of the Agenda 2030’s leave no one behind principle, including disability inclusion and gender equality, into the UN’s operations.
            1. COORDINATE THE EFFECTIVE PLANNING, MANAGEMENT AND EXPENDITURE
              1. Under the guidance and direction of the OMT, develop and submit workplan for the common services in the OMT workplans.
              2. Preparation, dissemination and support to implementation of opportunities for collaboration to improve efficiency and effectiveness of common services.
              3. Support administration of cross-UN activities at UNCT and OMT level such as the UNCT and OMT Retreats
              4. Contribute to the collection and analysis of data and identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
              5. Document requirements and background information used for data analysis.

                        4. TRACKING OF FINANCIAL RESOURCES:

                1. Management and monitoring of common services budget implementation as well as identifying areas, where services can be improved and/or cost reduced
                2. Provide professional expertise and support to the OMT on management of financial resources for common services.
                3. Support audits, and review and take corrective action on audit findings, as appropriate.
                  1. ENSURES EFFECTIVE AND EFFICIENT SUPPORT TO THE UN OPERATIONS MANAGEMENT TEAM (UN OMT):
                    1. Supports the development of UN OMT annual workplan and annual budget
                    2. Supports the development and the annual review of the Business Operations Strategy
                    3. Supports the implementation of common services plans including resource mobilization in support of common operations where needed
                    4. Supports to Task Forces working on initiatives under the OMT
                    5. Supports the OMT in conducting various UN survey and reviews. When required, to coordinate responses from UN OMT members
