General Services Unit is a diverse service unit under Facilities Management and mandated to provide centrally managed general services at Dhaka, Matlab and other field sites in order to facilitate icddr,b’s research activities, hospital operation and other businesses to make them enable to attain their goals.

Key Responsibilities:

Officer, General Services reporting to Manager, General Services Unit, will be primarily responsible for Organizing and monitoring processes and activities of the General Services Unit with the objective of effectively maintaining and continuously improving the functionality and efficiency of facilities services across icddr,b within the guidelines of Facilities Management Services strategy and organizational values and guidelines. The specific areas of responsibilities include:

Understand Facilities Management Services strategy; Derive implications for General Services and identify key focus areas/activities; Liaise with centres/services to seek requirements for General Services mandate (such as facilities management, outsourced personnel etc.); Propose budget and secure approvals; Establish acceptable standards and protocol for maintaining the cleanliness of infrastructure and icddr,b property; Deploy outsourced staff to centres/services as per requirements; Allocate resources (e.g. equipment, consumables, tools, logistics) to staff for performing duty; Monitor implementation of processes (e.g. fire safety, keys management, waste disposal, mortuary services) and activities (e.g. mailing service, gardening, car parking) for maintenance of icddr,b property; Meet ad-hoc requirements (e.g. provide tents for hospital, organize conferences); Resolve internal customer complaints; Investigate any issues and take corrective action in order to optimally maintain facilities and infrastructure at icddr,b; Develop the KPI and Risk Register of GSU. Select outsourced staff and organize training sessions to impart an understanding of icddr,b policies and processes; Conduct field-level monitoring of outsourced staff activities; Resolve issues or conflicts; Review vendor performance against SLAs in monthly review meetings along with internal customers; Provide first-level approval for vendor payments and follow-up for closure in order to provide consistent quality of service by outsourced staff; Track and monitor the shift-reporting system on a daily basis; Assess the effectiveness of service delivery to internal customers; Monitor adherence to policies and procedures; Track budget against expenditure periodically; Re-allocate funds / resources within department; Recommend changes to existing policies & procedures and propose new initiatives to the Supervisor (e.g. fire safety training, central keys management); Promote a spirit of collegiality and gender diversity amongst team members and in the organization; Encourage team members to collaborate across areas; Address and resolve any diversity-related issues;

Required qualifications and experience:

Master’s degree in relevant discipline; MBA will be preferable; 5 years of relevant experience including supervision, security, cleaning & sanitation and facilities management, preferably in any large international/multi-disciplinary organization.

Location: Mohakhali Campus, Dhaka

Contract Type and duration:

Fixed Term; duration will be 2 Years with a possibility of extension subject to availability of funds and performance.

Salary & benefits:

Annual 6,84,570/- inclusive of house rent, conveyance allowances and other admissible benefits 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival bonus, contributory healthcare support including dependent spouse and children, group life insurance, and subsidized canteen. Transport and day-care facilities are subject to space availability.
