I. Introduction

Action Against Hunger is implementing a project called, “Emergency Basic Service Intervention for IDP’s Affected by Marawi Conflict – Philippines Phase 2.” funded by OFDA The overarching goal of this project is to save lives and reduce human suffering through Economic Recovery and Market System, WASH and Protection in the conflict-affected communities and internally displaced persons (IDPs) in Marawi City and the Western and Eastern side of Lake Lanao. As part of the Economic Recovery and Market Systems sector, Action Against Hunger will introduce new livelihood development.

Rationale of implementing New Livelihood Development:

For some of these IDPs restarting their previous livelihood is not feasible, either because they can no longer access their land, in the case of farmers, or because there is not the same market for goods in the area where they are displaced. For these people Action Against Hunger proposes to provide additional support to allow them to diversify or develop an alternative source of livelihood. As one of the project requirements is training support to IDPs will be coordinated with DTI, TESDA and DOLE.

Based on the recommendations from the beneficiaries in the Municipalities of Tamparan, Bayang and Butig Lanao del sur, since carpentry, dress making and baking/pastries activities well in demand in the said municipalities as well as it is one of the key fields needed in the Marawi rehabilitation. Carpentry training was recommended for the IDPs. The Consultant will conduct a 7 day training on basic carpentry to the identified 200 IDP beneficiaries in the Municipalities of Tamparan, Bayang and Butig. By end of the training trainees are expected to gain valuable skill and knowledge in carpentry and will be able to engage in income generating activities.

II. Scope of Work

The Consultant shall perform the services with the highest standard of professional and ethical competence and integrity by reviewing the Action Against Hunger primer on WaSH, signed Code of Conduct for Non-AAH staff, and provide technical support based on the objectives and responsibilities agreed upon.

a. Provide a minimum of 7 days skill training (carpentry) to identified beneficiaries.

b. Secure all needed materials and kits for the actual sessions.

c. Coordinate with the BLGU and MLGU where trainees are located.

d. Provide feedback and inputs to ERMS Team for the progress status of the actual training.

e. To familiarize all the target areas where the beneficiaries are located.

f. To ensure all needed materials, kits and equipment are procured and made ready prior to the actual conduct of the training.

g. To conduct the actual skills training on site following pandemic protocols and restrictions.

III. Deliverables

The Consultant is expected to provide AAH the following;

  1. Attendance sheets and receiving forms

  2. Certificate of skills training completion

  3. Photo documentations

  4. Consultancy report

IV. Timeline on the engagement of the Consultant

  • Pre-engagement meeting, agenda and expected outputs; review of references, preparation of necessary tools

Preparation of service contract - 2 days

  • The Consultant is expected to start the preparation once the contract and TOR are agreed and signed. Target date: July 6-7 2020
  • Procurement of all needed materials for the training by AAH upon receiving the list of materials from the Consultant - July 7-8, 2020
  • Actual conduct of the skills training - July 9-17, 2020
  • Submission of all agreed deliverables - Jully 20-23, 2020

The Consultant are expected to perform the work with quality outputs on the agreed timeline. However, in any case that they may not be able to deliver the expected outputs duly validated by the Deputy Head of Project and Head of Project on the date indicated, AAH will not pay for the extra days of work rendered.

V. Obligations of the Action Against Hunger

AAH will provide:

a) Relevant documents, primer, code of conduct, relevant program documents

b) Technical comments and feedback

c) Provide the list of 100 beneficiaries and its locations upon signing of the contract.

d) Ensure proper coordination and introduction of the consultant to the partner MLGU and BLGU.

e) Payment of the Technical Support Staff upon successful completion and submission of agreed documents

I. Key Qualifications of Consultant

a. Licensed and duly recognized/accredited by TESDA, DTI or other agencies in providing training services.

b. Knowledgeable and familiarity of the existing economic and livelihood situation of Lanao Del Sur.

c. Familiarity of Lanao Del Sur municipalities is an advantage.
