Organizational Setting

FAO Azerbaijan Partnership and Liaison Office, in close cooperation with the government and its in-line Ministries/Agencies, contributes to the sustainable agri-food systems, and supports the government with addressing issues food security, agriculture and rural development, natural resource management in the country. FAO’s technical assistance, provided mainly through projects, includes institution building, development of knowledge and competencies, and exchange of experience among FAO member countries.


Reporting Lines

Under the overall supervision of FAOR, the programmatic supervision of Assistant FAOR and the technical supervision of Lead Technical Officers, and in consultation with relevant government departments, non-government organizations and other national and international organizations concerned, and in close cooperation with FAO country teams, Project Task Force.


Technical Focus 

The primary objective of this assignment is to conduct a comprehensive financial and economic analysis of the draft Seed Law to support its approval process. This involves the preparation of a financial and economic rationale to substantiate the law’s provisions and implementation.


Tasks and responsibilities

•    Develop the methodology on financial and economic justification based on international experiences and country-specific needs/approaches
•    Conduct a literature review, and identification of stakeholders 
•    Collect data for conducting an economic and financial analysis impact analysis
•    Define and agree on the scope and objectives of the document with relevant institutions
•    Assess risks linked to the approval of the Seed Law and evaluate current institutional capacity to address them
•    Develop a comprehensive financial and economic rationale report, including recommendations and a risk assessment table
•    Summarize preliminary findings and creating a structured draft document to be submitted to the relevant governmental units for feedback
•    Refine the document and submitting the final version of the document for approval


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

•    Advanced university degree in economics, finance and agricultural economics.
•    At least 5 years of experience in financial and economic analysis, preferably in the agricultural sector.
•    Working knowledge (level C) of English
•    National of Azerbaijan or resident in the country with a valid work permit.
