Within the framework of the Program, UNODC supports national and regional efforts to prevent and respond to terrorism and violent extremism in Central Asia. UNODC is also actively engaged in the Global Framework on UN Support to Member States on Individuals Returned from Syria and Iraq. This includes objectives to a) respond to protection needs of children and adults as well as support the preparedness and resiliency of communities and families; and b) support governments in promoting security and addressing accountability for offences allegedly committed by returning adults.


Under the direct supervision of the UNODC Program Coordinator (Sub-Program 2 and 4), overall guidance of the UNODC Regional Representative for Central Asia and with substantive support from the Terrorism Prevention Branch and Justice Section in UNODC headquarters, the National Program Officer (Terrorism Prevention) will be responsible for the operational management of technical assistance on terrorism prevention in Central Asia and substantive support to UNODC in its engagement under the Global Framework on UN Support to Member States on Individuals Returned from Syria and Iraq.

The National Program Officer will ensure smooth and timely delivery of operations in accordance with relevant work and activity plans through performing the following duties and responsibilities:

  • Manage and coordinate activities on terrorism prevention from substantive, administrative and financial points of view.
  • Assist with strategic planning, including preparation of annual work and procurement plans and terms of reference.
  • Design, support and facilitate advocacy events, round table discussions, expert group meetings, training workshops and other capacity development related to terrorism prevention.
  • Facilitate consultations and coordination with competent national authorities and other relevant government and non-government stakeholders on terrorism prevention.
  • Coordinate day-to-day communication with internal and external counterparts and act as UNODC liaison with all relevant government and other stakeholders on issues related to terrorism prevention.
  • Monitor implementation of activities, analyze any problems that hamper implementation and take appropriate measures to ensure timely delivery of required inputs and achievement of results.
  • Prepare regular progress reports on key activities, results, lessons learned and required follow up and share them with UNODC ROCA, HQ and other relevant stakeholders; contribute to substantive correspondence for the purpose of partnership building and resource mobilization, and support any other monitoring, reporting and evaluation initiatives, as required.
  • Develop partnerships with UN agencies, other international partners, national counterparts, and civil society organizations that are involved in terrorism prevention.
  • Ensure the mainstreaming of Sustainable Development Goals, as well as human rights, child protection and gender considerations into all activities.
  • Monitor financial resources and accounting to ensure accuracy and reliability of financial reports.
  • Ensure communications and visibility of UNODC’s work on terrorism prevention in the region, including mass media outreach, drafting of press releases, success stories, briefs and other publications, and their dissemination.
  • Collect documents and keep files related to program implementation.
  • Undertake background research, compile information and analyze relevant information on terrorism prevention-related legislation, policies and practices in Central Asia.
  • Contribute to the development and adaptation of relevant UNODC training and capacity-building tools on terrorism prevention; promote their use and application by respective target groups; compile information on best practices in the area of terrorism prevention.
  • Contribute to needs assessment, programming and resource mobilization on terrorism prevention.
  • Perform other related duties as required in the scope of current position.
