The Position:
The Programme Analyst – Sexual and Reproductive Health and Rights (SRHR) and Youth Empowerment assists in the delivery of UNFPA Thailand’s Country Programme Document (CPD) through analysis, assessment and foresight of relevant political, social and economic trends; and guiding and facilitating the delivery of UNFPA’s programmes, projects, and initiatives on SRHR and Adolescent and Youth.
This post is located in Bangkok with UNFPA Thailand Country Office (TCO) and is required regular travelling to project(s) sites within the country.
Under the overall guidance from the UNFPA Country Director and the direct supervision of the UNFPA TCO Head of Office, the Programme Analyst – SRHR and Youth Empowerment will work closely with other programme and operations teams, to support the CPD implementation coherence and the achievements of the goals of the ICPD, UNFPA Three Transformative Results, current twelfth Thailand country programme and the agreed results of the project (s) under UNFPA-private sector or other relevant strategic partnerships. S/he will also work closely with UNFPA’s Asia Pacific Regional Office (APRO) and UNFPA Headquarters Advisors (HQ) on the subject as appropriate.

Job Purpose:
The Programme Analyst – SRHR and Youth Empowerment supports the management of SRHR and Youth Empowerment work areas and related output of the TCO and the CPD, including monitoring and reporting the progress and results of the CPD as relates to SRH and youth in close collaboration with key stakeholders especially the Thailand Government, donors, CSOs, Youth groups, women-led groups, UN Family and relevant UNFPA teams contributing to UNFPA mandates and three zeros achievement. They will support overall programme and related projects management from the design and planning, implementation, results progress monitoring, supporting the review or evaluation, coordination with, supporting communication initiatives to promote results and visibility of the UNFPA Thailand and support reporting progress and results of the CPD as it relates to SRH and Youth Empowerment.
You would be responsible for:
Under the overall guidance from the Country Director and under the direct supervision of the Head of Office for UNFPA TCO, the Programme Analyst – SRHR and Youth Empowerment will work closely with other programme and operations teams to support the delivery of CPD focusing on the following:
1. Support the management of SRHR and Youth Empowerment interventions across the CPD.
Support a day-to-day management of CPD Output 1 on SRHR and Youth Empowerment including ensuring programme and projects delivery both through Implementing Partners (IPs) management and direct implementation in all dimensions i.e. programmatic, substantive, financial, operational and communication. Oversee IPs management and provide guidance, quality assurance to ensure good results are delivered through right-based approach and within UNFPA’s rules, regulations and good practice. Provide technical and substantive advice to support partners on SRHR and Youth Empowerment. This includes but not limited to Government, Businesses/private sector, CSOs, academia, Youth Groups and women-led groups. Prepare substantive points and recommendations for policy brief, and policy and public advocacy for the improvement of national SRHR for young people, women, and all genders. Ensure views and recommendations of youths and women are included in the project evidence (studies, reviews, etc.) Ensure programme’s visibility through strategic campaigns on rights to SRHR for all by working closely with the CO’s communication team. Represent UNFPA in relevant meetings with external partners as well as related UN Country Team (UNCT) task teams as assigned.2. Support the Monitoring and evaluation as well as reporting on the CPD and projects as they relate to SRHR and Youth Empowerment.
Facilitate the overall planning, monitoring, evaluation, and reporting of project results against the programme/ Project Document/proposal in compliance with UNFPA standard practice. Support the implementation of the Audits/ Oversight recommendations and management response as relates to SRHR and youth empowerment and other related outputs including on gender. Support the monitoring and reporting of different levels of CPD’s results including but not limited to workplan implementation report, Quarterly report, annual report. Support the Evidence-based policy advocacy through data collection in close coordination with other programme, operations and communication teams:3. Contribute to the Advocacy, Partnerships, and resource mobilisation effort of UNFPA Thailand CO.
Provide technical and substantive inputs to the development of new proposals, projects and programme for Thailand CO related to SRHR and Youth empowerment. Support the maintenance of good partnerships and regular updates to donors and relevant partners and explore opportunities with new strategic partners where appropriate. Provide feedback and recommendations to communication unit to enhance results presentation and prevent undesired circumstances on sensitive issues or potential challenges regarding cultural and political issues that could jeopardize UNFPA’s reputation.4. Contribute to the CO’s South-South and Triangular Cooperation (SSTC) initiatives.
Develop joint workplans and concept notes of the SSTC exchange in the area of SRHR and youth empowerment with relevant key partners and monitor the work progress and reporting. Support the field-based collection of good practices in SRHR and youth empowerment for sharing with line ministries and other countries through South-South Cooperation.5. Perform other work-related duties as assigned.
Qualifications and Experience:
Education:
Advanced degree in health, demography, social science, gender and human rights and/or other related health fields.
Knowledge and Experience:
● Minimum two-years professional experience in the field of development and population, Sexual and Reproductive Health and Rights (SRHR) and Youth Empowerment is required.
● Extensive knowledge and understanding of UNFPA core mandates on Population and development i.e. SRHR, GBV and aged society in Thailand’s context is required.
● Extensive experience in full programme/ project management cycle including but not limited to programme/project design & planning, implementation, monitoring, evaluation, and reporting as well as coordination with communication team to promote results and visibility of the initiative is required.
● Experience working with wide range of partners including but not limited to Government, private sector, CSOs, IFIs and beneficiary groups in Thailand is required.
● Ability to deliver work independently and harmoniously under tight timeline in a multi-cultural and multi-ethnic team environment while maintaining tact and discretion in all dealings is required.
● Accountable, good interpersonal interaction skills, good planning, organizational and multi-tasking skills is highly desirable.
● Computer literacy - Proficiency in the use of MS-Office Packages and the Internet is required.
● Good knowledge of Quantum or similar ERP system is an asset.
● Strong verbal and writing skills both in English and Thai is required.
Languages:
Fluency in English is critical; knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
