Organizational Setting 

FAO Representation in Sierra Leone implements an integrated food security programme, focusing on diversification of livelihoods, managing natural resources and building resilience. The office employs diverse team of experts locally, but also attracts the available technical experts from the region and the Head Quarters (HQ). FAO works in close partnership with the Government of Sierra Leone, farmers and other stakeholders, supporting plans and policies that affect the food and nutrition security in the country; our work is a part of the corporate commitment to support countries to achieve the Sustainable Development Goals (SDGs) by 2030, especially SDG 2 on Zero Hunger.


Reporting Lines 

Under the overall supervision of the FAO Representative in Sierra Leone.


Technical Focus

Provide operational support functions to all Sierra Leone ECTAD projects.


Tasks and responsibilities

•    Act as a focal point for all programmes, projects operational matters in ECTAD, 
•    Organize and handle the day-to-day operational activities of the field programme (including Pandemic Fund, GHS and Fleming Fund projects)
•    Act in consultation with FAO Sierra Leone, ECTAD operations officers and supervisors on any issues which arise during the execution period.
•    Provide secretariat support.
•    Ensure the timely provision of project inputs (personnel, technical support services, subcontracts, training, equipment and supplies) directly by the Organization or, when appropriate, through contractors and in liaison with other support units.
•    Participate in the preparation of project work plans, monitor progress and identify corrective measures to overcome operational constraints.
•    Review and monitor the project budget, prepare requests and revisions as required, maintain and monitor budget expenditures and resources, review project transaction listings with a view to identify errors in accounting against budget lines.
•    Prepare and submit the Project Implementation Reports and any other reports required by the Organization.
•    Ensure the completeness and quality of data and documentation in the FAO corporate systems (e.g. GRMS, FPMIS), for all assigned operational field projects and activities.
•    Prepare analytical reports on project performance in collaboration with the International Operation specialist as required.
•    Coordinate action concerning the completion of field projects and arrange for timely and adequate reporting, including identification of project follow-up requirements.
•    Participate in field works in collaboration with dedicated personnel
•    Contribute to the formulation of project proposals according to FAO's procedures and prepare project documents for technical clearance and final approval under different funding arrangements.
•    Ensure project budget preparation and participate in the final project's narrative and financial reports according to FAO rules and policies, if required 
•    Support project cycle management as per FAO guidelines (from project opening to closure) with special emphasis on projects in need of actions in FPMIS (filed project management information system).
•    Participate in the formulation of new project proposals, including preparation of budgets.
•    Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

•    University degree in public or business administration, finance, accounting, economics, social sciences or another field related to the FAO mandate.
•    At least two years of relevant experience in finance and accounting
•    Working knowledge of English 
•    National of Sierra Leone
