Project Context and Scope
Established in 1951, the International Organization for Migration is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
IOM Kazakhstan is implementing a project titled: “Strengthening of Border Security in Kazakhstan”, funded by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL). The project is a logical continuation of the INL/ US Embassy’s previous support of the Government of Kazakhstan’s efforts on countering border-related transnational crime. The project continues to focus on increasing the capacities of the national authorities to enhance the effectiveness of border control management in combatting trans-border crime and increasing border integrity at Kazakhstan’s land, air, and sea borders.

The Consultant (s) in close coordination with IOM will be responsible for delivering the following results and milestones: №
Deliverables 1
In close cooperation with IOM, bring practical, hands-on expertise to the development of training materials on \"Secondary-line interview skills\".
Contribute relevant case studies, conduct secondary-line interview simulation activities and share best practices in secondary-line interview techniques to enhance the training materials.
2 Conduct 5-day trainings for interested representatives of airports and border control of the Border Guard Service of the National Security Committee of the Republic of Kazakhstan on “Secondary-line interview skills” in two cities. 3 Submission of a report on the training conducted, which should contain information about the training, methodology, training activities, results and analysis, entry and exit assessment of the participants, recommendations and conclusion. Performance indicators for the evaluation of results• The final report on the trainings conducted, which should include information on the trainings, methodology, training activities, results and analysis, preliminary and subsequent assessment of the trainees, recommendations and conclusions - by September 30, 2025.
The expected deliverables to be provided by the consultant will be:
• Contribution to the development of the training materials (concept note, agenda), input/output assessment tools, final report upon completion of the training.
The consultancy fee will be paid upon delivery of the final report. Education
• A postgraduate degree, preferably in law or psychology (e.g. migration studies, criminal law, profiling and border security studies, etc.), law, international law, or other related field from an accredited academic institution, with at least eight years of professional experience in law enforcement or special forces, or military institution; or
• Higher education, preferably in law or psychology (e.g. migration studies, criminal code, profiling and border security studies, etc.), law, international law or other related field from an accredited academic institution, with at least ten years of professional experience in law enforcement or special agencies, or a military institution.
Experience• Highly specialized specialist with extensive experience and the highest level of knowledge in the field of border security.
• Has a proven track record of successfully conducting training work in the field of risk profiling.
• At least eight years of experience in conducting training for trainers in the field of border management.
• Demonstrated experience in developing training/seminar materials.
• Proven professional experience in migration topics.
• Experience of working with relevant Government and non-governmental agencies and senior representatives in the field of immigration and border management in Kazakhstan will be a distinct advantage, as will previous experience of working in an international organization.
• Possess high analytical, oral and report writing skills.
