UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division's OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. As part of the latter, the Latin America CAP team provides technical assistance for the control of trade of HCFC and HFC-based substances and equipment. In reference to UNEP OzonAction Clearinghouse mandate under Article 10 of the Montreal Protocol and the 2024 UNEP Business Plan and CAP's budget, the OzonAction Branch is providing information services and legal/policy and technical advice for National Ozone Officers (NOUs) and other stakeholders. In line with the objectives of enhancing communication and public engagement, the Government of Chile, through its National Ozone Unit (NOU), has requested UNEP’s support in hiring a local community manager to strengthen its digital presence and awareness efforts. These Terms of Reference (TOR) aim to define the scope of services required to be provided by the community manager to support the communications area of the Focal Point for the Montreal Protocol in Chile. The consultant will be responsible for managing multiple social media platforms, including YouTube, Instagram, LinkedIn, and TikTok, by creating and implementing a strategic social media plan with set follower and engagement goals. Key activities include developing and organizing content through a predefined template, coordinating with related networks, providing technical support for online events, generating monthly performance reports, and maintaining a regular posting schedule. Additionally, the consultant will support awareness campaigns, assist in the preparation of the monthly newsletter by providing graphic material and helping with text review for the consultant in charge, and ensure that social media posts align with the Ministry of Environment’s communications strategy to effectively disseminate information on ozone layer protection, climate change, and environmental regulations impacting the refrigeration and air conditioning sectors. The consultant should inter alia deliver the following: -Effective implementation of communication strategies: Ensure that the content shared through social media and websites is aligned with the NOU’s communication plan and international guidelines. -Increased digital engagement: Monitor and report on the performance of online campaigns, using engagement metrics to adjust and optimize content distribution. -Visibility and awareness: Disseminate information regarding HCFC phase-out and HFC phase-down activities, highlighting women’s participation and gender equality in the RAC sector. - Support to training and capacity-building: Promote training courses, workshops, and certification programs, focusing on increasing female participation and promoting the benefits of sustainable refrigerant management. - Establishment of a digital presence: Update and maintain the NOU’s social media platforms to ensure they remain current and informative. -Support for the promotion of international campaigns: Implement local versions of campaigns from international partners, ensuring messages are adapted for national audiences. Qualifications/special skills- Tertiary/University degree in journalism, public relations or equivalent areas. Required - Three years of working experience in development of public awareness/outreach programs for targeted audience and managing social media and public campaigns, including editing of publications on environmental matters. Required - Knowledge on the organizational structure of the Chilean public sector and competent authorities for the environment. Desired - Experience in implementing awareness raising activities in the area of Montreal Protocol and dealing with communication and dissemination criteria of the Ministry of the Environment of Chile are highly. Desired LanguagesEnglish and Spanish are among the working languages of the United Nations Secretariat.
