Procurement Associate (Individual Consultant - G6)

Under the guidance and supervision of the International Operations Manager, the Procurement Consultant ensures execution of transparent, policy and procedure compliant, and efficient procurement services and processes in the CO. The Procurement Consultant promotes a client-focused, quality and results- oriented approach in the CO.

The Procurement Consultant works in close collaboration with the operations, programme staff in the CO, Sub-Office and UNFPA SCMU for resolving complex procurement-related issues and information exchange.

Scope of work:

Under the direct supervision of the International Operations Manager. The Procurement Consultant will carry out the following tasks:

  • Prepares procurement plans for the country office and monitors its implementation in coordination with the Procurement Consultant and programme team.
  • Organizes procurement processes including preparation and conduct of RFQs, ITBs or RFPs, their evaluation, negotiation of certain conditions of contracts in full compliance with UNFPA rules and regulations.
  • Prepares Purchase orders and contracts awards, preparation of Recurring Purchase orders for contracting of services.
  • Preparation of submissions to the Contracts Review Committee, Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP) as applicable.
  • Implements the internal control system which ensures that Purchase orders are duly prepared and dispatched. Takes timely corrective actions on POs with budget errors and other problems.
  • Presents regular reports on procurement to respective programme colleagues and the IOM.
  • Prepares cost-recovery bills for the procurement of services provided by UNFPA to other UN Agencies.
  • Implements the joint procurement processes for the UN Agencies in line with the UN reform.
Ensures implementation of sourcing strategy. Develops and updates the rosters of suppliers, implementation of supplier selection and evaluation and ensures timely preparation of the MOA, as applicable. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on Procurement, synthesis of lessons learnt and best practices in Procurement and sound contributions to knowledge networks and communities of practice. Perform any other relevant duties as may be assigned by the supervisor. Duration, working schedule, fee basis: Sept 2024 – Mar 2025; full-time consultancy Place where services are to be delivered: UNFPA Country Office, Mandaluyong, Metro Manila Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.): The consultant will work full-time in the office observing the official working hours Monitoring and progress control, including reporting requirements, periodicity format and deadline: The consultant will attend weekly updates meetings with the supervisor together with the procurement and logistics team Monthly accomplishment report to be submitted to the supervisor on the last working day of each month Monthly Certification of Payment (COP) be submitted to the supervisor by 5th of each month Supervisory arrangements: The Procurement Consultant will be under the immediate supervision of the International Operations Manager Expected travel: Will depend on the need of the programme activity Required expertise, qualifications and competencies, including language requirements:

Completed Secondary Level Education required. First level university degree in procurement, Administration or any related field is desirable

Knowledge and Experience:

Six years of relevant experience in procurement management. Experience in negotiations skills; Proficiency in current office software applications and corporate IT systems; Familiarity with UN policies and principles will be an advantage; Strong analytical and strategic thinking and a commitment to results; Ability to organize work effectively and to meet planned deadlines; Demonstrated ability to work harmoniously with persons of different backgrounds in multicultural environment;
