Position Overview:

Partners In Health seeks a qualified, dynamic candidate for the position of Mobile Clinical Outreach Officer for our Liberia clinical program. The Clinical Outreach Officer will play a central role in the implementation of PIH's core mission and values, community-based active case finding, during implementation of a UNITAID-funded arcTB project aimed at accelerating and promoting responsible introduction of new DR-TB drugs and regimens.

This Clinical Outreach Officer will be based at PIH office in Monrovia, Liberia with frequent travel in-county to lead mobile TB outreaches and campaigns among TB key and vulnerable populations (KVPs) to find undiagnosed DR-TB patients.

S/he will oversee the implementation of all arcTB community activities, in line with the project work plan, and community-based activity indicators to meet objectives. The arcTB project is divided into four primary objectives:

  1. Reduce DR-TB cases and deaths by effectively treating DR-TB and breaking the chain of transmission.
  2. Facilitate implementation of short regimens as part of a more comprehensive and supportive approach to DR-TB
  3. Generate demand and accelerate adoption/use of these tools in LMICs
  4. Generate real-world experience regarding optimal strategies and delivery models for implementation, case-finding and resistance monitoring

    Essential Duties and Responsibilities:

    Working together with the Community Director and TB/HIV Lead, s/he will proactively lead.

    • Support development of community-based case finding strategies, algorisms and SOPs.
    • Prepare plans for mobile screening of TB key and vulnerable populations (KVPs), TB hotspots and DR TB patient households.
    • Support CHWs to screen and link presumptive TB cases to diagnosis through active case finding in high-burden communities.
    • Communicate with the county and district health departments on issues regarding DR TB outreaches.
    • Mobilizes the community and carry out DR-TB health education and promotion activities.
    • Conduct systematic screening through mobile outreaches, including multi-visit screening of household DR TB contacts and other DR-TB high risk groups.
    • Organize and conduct TB screening campaigns in high DR-TB communities.
    • Records all individuals at mobile outreaches, conduct symptomatic screening, summarize daily records of activities, records information of clients in presumptive TB ledgers.
    • Link presumptive patients to chest X-ray screening.
    • Collect samples from presumptive patients for GeneXpert testing, provide test results to clients, and provide post-test education.
    • In collaboration with clinicians, trace all index cases through the CHAs and CHPs during household visits.
    • Link and refer all identified patients to treatment facility, and trace DR-TB patients who do not show up for their results.
    • Participate in outreach performance reviews, report compilation and submission, biweekly check-in meetings, documentation and sharing of best practices, and monitoring and evaluation of the outreach program.
    • Perform any other duties as may be assigned.

      Qualifications:

      • University bachelor's degree in nursing, public health or physician assistant from an accredited academic institution with a minimum of three years of relevant experience
      • Or Diploma in a health related field, with minimum five years of relevant professional experience in community-based activities.
      • Working experience in community-based health prevention and promotion required.
      • Up to date professional licensure/Board certificate as per the Liberia requirement.
      • Knowledge and experience in conducting health program outreaches an advantage.
      • Excellent computer skills, especially in Microsoft Excel is essential.
      • Strong interpersonal and communication skills.
      • Attention to detail and ability to organize.
      • Ability to collaborate professionally with culturally diverse colleagues and constituencies.
      • Ability to work independently and take initiative, as well as work cooperatively with a diverse team.
