POSITION SUMMARY:

This position and its monitoring and evaluation functions fall under one of the International Program Department’s strategic initiatives—the Impact Project. Through the Impact Project, World Relief will:

1) better integrate our programs and bring more standardization to our project design and implementation; 2) improve the way we execute our mission through our programs and 3) increase our systematic 3) monitoring, evaluation, and outcomes measurement to report on results and continuously improve our programs.

The Metrics and Monitoring Data Officer works with both Baltimore and international field-based staff. This position works other personnel providing services from other units in both the home office and field offices through a cross-functional team approach to accomplish the functions of the position. This position reports to the Impact Systems Manager, and works with the International Programs Officers and field level M&E officers and program managers in 8 countries with occasional multi-week trips to field sites.

SPECIFIC JOB DUTIES:

  • Oversee the ongoing management and troubleshooting of the monitoring database, a custom database that uses Microsoft Excel templates to collect quarterly data from field offices and generates reports.
  • Coordinate the monthly/quarterly monitoring metrics processes with the field offices.
  • Review incoming field metrics and discuss with the technical teams and field offices as needed to ensure they accurately reflect program activity.
  • Continue the integration of standard program metrics framework to track, input, output, and outcome indicators from multiple Program Sectors and Programs.
  • Incorporate monitoring data into monthly/quarterly reports for technical and field office reviews, board, country, quarterly, and annual reports.
  • Working with World Relief programmers to create automated data reporting and analysis of desired indices, pulling these into standard narrative report.
  • Assist with the continued integration of the standard program metrics framework and system to track input, output, and outcome indicators by assisting in the training and support of field offices throughout the process.
  • Oversee and provide training and support to the field offices, primarily through remote support but occasionally through field visits.
  • Assist with the integration of data from multiple data collection tools into analytical reports and dashboards, including addition of new reports and an overall dashboard of results that will be used at a wider level (Quarterly Data, Annual Reporting, etc.).
  • Work as a valued member of the Impact Systems Team and undertake whatever is necessary to complete a high quality monitoring and evaluation information framework, system, and processes.

ENVIRONMENT/CONTEXT:

World Relief’s mission it to empower the local church to serve the most vulnerable. The Metrics and Monitoring Data Officer serves in this mission by communicating results from World Relief’s model of sustainable development and locally-led disaster response. Both internal and external stakeholders need to know whom we serve and how well we are serving them, and the Metrics and Monitoring Data Officer supports the International Programs team to report to these stakeholders. Through developing and managing a monitoring data system used by the International Programs field and home office staff, the Metrics and Monitoring Data Officer provides on-going program and project implementation data.

KNOWLEDGE, SKILLS, ABILITIES:

Essential Qualifications:

  • Fluent English spoken and written skills.
  • Advanced knowledge of Excel, Access, data visualization tools and other similar applications.
  • Comfort manipulating and analyzing complex, high-volume, high-dimensionality data from varying sources.
  • Experience with ODK and/or other open source data collection and management tools.
  • Technical Aptitude to pick up digital data collection methods, platforms, and analysis tools.
  • Familiarity with relational, SQL and NoSQL databases.
  • Ability to take initiative and work with minimal supervision.
  • Motivated self-starter with good time-management skills who is interested in rapidly producing results.
  • Flexible and willing to perform other tasks in order to facilitate the running of the Impact Project.
  • Experience working and communicating in cross-cultural contexts.
  • Flexibility to travel internationally as needed (estimated 15%).

Desired Qualifications:

  • Basic experience with web design and software development.
  • Basic understanding and experiences of scripting and programming languages.
  • Experience with relevant software and statistical analytic tools such as SQL Server, Mapinfo, SPSS, R, EpiInfo6, ArcGIS, and/or Progress.
  • Ability to formulate IM-related technical requirements and Operating Procedures.
  • Extensive experience solving analytical problems using quantitative approaches.
  • Strong analytical, capacity assessment and planning skills.
  • Strong leadership and teamwork skills.

REQUIREMENTS:

Essential:

University degree in relevant field required (Information Technology, Demography, Statistics, Social Sciences, Computer Science, Applied Sciences, or related field).

  • Minimum of 2 years of relevant experience
  • Basic experience with web design and software development.
  • Basic understanding and experiences of scripting and programming languages.
  • Experience with relevant software and statistical analytic tools such as SQL Server, Mapinfo, SPSS, R, EpiInfo6, ArcGIS, and/or Progress.
  • Ability to formulate IM-related technical requirements and Operating Procedures.
  • Extensive experience solving analytical problems using quantitative approaches.
  • Strong analytical, capacity assessment and planning skills.
  • Strong leadership and teamwork skills.
