Work LocationRemote Expected duration12 months Duties and ResponsibilitiesUN Environment Programme (Mitigation Branch) hosts the International Methane Emissions Observatory (IMEO). IMEO is a data-driven, action-focused UNEP initiative that takes an innovative approach to address the methane emissions problem by collecting, integrating, and reconciling data from different sources, including scientific measurement studies, satellites, rigorous industry reporting through the Oil and Gas Methane Partnership 2.0 (OGMP 2.0), and national inventories. IMEO will create a global public dataset of empirically verified methane emissions, with an initial focus on fossil fuel sources and will interconnect data with actions on research, reporting, and regulation. This will catalyse deep reductions in human-made methane emissions and serve the rapidly growing ecosystem of governments, companies, investors, researchers, NGOs, and other entities engaging in this crucial climate challenge. With the experience of hosting OGMP 2.0 and delivering Data Platform, IMEO is designing another multi-stakeholder partnership, the Steel Methane Programme (SMP) and planning to launch a database on metcoal methane emissions for mines around the world (SMP database). Additionally, IMEO is working to extend its flagship Methane Alert and Response System to cover metallurgical coal mines. The individual contractor will provide cross-programmatic support and coordination towards IMEO’s objectives on data integration and implementation of IMEO’s transparency initiative for metcoal. Qualifications/special skillsAdvanced university degree (Master’s degree or equivalent) in environmental science, engineering, data science, or economics (candidates with other quantitative or management degrees will be also considered) • A minimum of four years of work experience with any of o Data analysis, o Coal sector, o Steel sector o Project Management or a mix of the above. • Familiarity with international transparency initiatives on methane is desired but not required. • Prior experience working with or within governments, top consultancies, steel, or coal companies will be an advantage. - Communications: Exceptional written and verbal communication skills, ability to craft compelling narratives tailored to diverse audiences. - Data Analysis: Proficient in navigating and analysing larger datasets using basic data analysis tools; familiarity with advanced database software is a strong advantage. - Technical and Analytical Confidence: Capable of efficiently using a variety of software tools, including new and unfamiliar platforms. Confident to perform simple calculations related to emission rates, change in SI units, etc. - Teamwork: Works collaboratively with colleagues to achieve organisational and strategic objectives. - Planning and Organisation: Strong planning and organisational skills, enabling the prioritisation and timely delivery of tasks. Steel Methane Programme (SMP) Coordination SMP is a UNEP International Methane Emissions Observatory initiative designed to tackle methane emissions across the steel supply chain. The programme aims to establish the \"Gold Standard\" for measuring, reporting, and mitigating these emissions. Building on the success of OGMP 2.0, SMP engages companies and stakeholders to set ambitious mitigation targets, improve measurement practices, and adopt technologies to significantly reduce emissions in alignment with the Global Methane Pledge. • Stakeholder Engagement: Establish and maintain regular communication with key stakeholders, including metcoal companies, steel companies, government representatives, intergovernmental organisations (IGOs), technical experts, and NGOs (e.g., Ember, GEM). Tasks include scheduling and coordinating calls, sending follow-ups, and relationship management. • Programme Recruitment: Drive the recruitment of metcoal companies into the SMP to build a critical mass ahead of its public launch. • Research and Analysis: Monitor and analyse relevant events, review materials on metcoal methane emissions, and gather information. • Communications Material Development: Prepare and update presentations, briefing documents, and preparatory materials for external engagements. • Internal Communications Management: Organise SMP introduction calls, provide team updates, and facilitate internal information sharing. 2. Expansion of the IMEO Data Platform to Include Metcoal Methane (‘SMP Database’) IMEO aims to enhance its \"Eye on Methane\" data platform to include comprehensive information on metallurgical coal methane emissions. This platform will integrate data from modelling activities, country-level reporting, corporate disclosures, satellite observations, and scientific research to create a centralised resource for stakeholders, enabling targeted mitigation efforts. • Project Management: Oversee the integration of metcoal methane data into the IMEO platform by coordinating with internal teams and providing necessary resources. • Action Plan Development: Implement an agreed action plan for the SMP Database. • External Contracting: Manage contracts with external data providers and ensure smooth coordination of data ingestion processes. • Documentation and Coordination: Draft and maintain documentation for external use and coordinate stakeholder interactions. • Technical Support: Perform simple technical tasks, such as attributing methane emissions to specific mines, and facilitate internal communication. • MARS Metcoal Pilot Support: Assist the MARS team in implementing the Metcoal Pilot Project. Collaborate with the MARS pilot on metcoal methane initiatives, defining future implementation strategies such as notification frequency and formats for governments and companies. 3. Metcoal and Steel Data Analysis and Outreach • Collaboration with External Stakeholders: Engage with life cycle assessment (LCA) teams and other external parties focusing on metcoal methane emissions. • Technical Support: Respond to inquiries and provide technical insights on metcoal methane emissions data (depending on experience with the coal mining sector; liaise internally to coordinate responses) • Partnership Maintenance: Maintain regular updates and collaborative efforts with external partners, including Ember, GEM, and the International Energy Agency (IEA). • Data Reporting: Draft and refine materials such as steel industry papers and updated statistical reports. 4. Team Building, Communications, and Organisational Support • Provide cross-functional support for other IMEO activities as required, contributing to team development, communication strategies, and organisational objectives.
