Result of ServiceThe consultant will lead the ongoing MA-RE-DESIGN project, which aims at reducing plastic marine litter in the East Asian Seas region through capacity building and knowledge exchange of stakeholders in the region on reducing waste leakage and better management of plastic waste. The MA-RE-DESIGN project aims to foster exchange in the East Asian Seas through the COBSEA intergovernmental mechanism and by leveraging UNEP’s networks. The project will replicate good practices and lessons learned at local level on marine litter prevention generated through the project in Thailand and across the region East Asian Seas region. UNEP Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The assignment is located in the Ecosystems Integration Branch in the Secretariat of the Coordinating Body on the Seas of East Asia (COBSEA) in Bangkok, Thailand. COBSEA is a regional intergovernmental mechanism and one of 18 Regional Seas programmes. It is the decision-making body for the East Asian Seas Action Plan, bringing together nine countries - Cambodia, China, Indonesia, Republic of Korea, Malaysia, the Philippines, Thailand, Singapore and Viet Nam - in protection and sustainable development of the marine and coastal environment. The COBSEA Secretariat is hosted by Thailand and administered by UNEP. The Twenty-fourth Intergovernmental Meeting of COBSEA (IGM 24) adopted the 2019 Regional Action Plan on Marine Litter (RAP MALI) to guide regionally coherent action to reduce and prevent marine litter from land-based and sea-based sources, strengthen monitoring and assessment, and create an enabling framework for implementation. The COBSEA Working Group on Marine Litter (WGML) provides guidance on implementation of the RAP MALI and develops respective biennial workplans. In line with the RAP MALI biennial workplan, COBSEA is developing activities in the East Asian Seas to prevent plastic leakage into the marine environment. The MA-RE-DESIGN project aims at reducing plastic marine litter in the East Asian Seas region through capacity building and knowledge exchange of stakeholders in the region related to reducing waste leakage and better management of plastic waste. The project aims to foster exchange in the East Asian Seas through the COBSEA intergovernmental mechanism and by leveraging UNEP's networks. Activities aims to create long-lasting impact, benefitting policy decision makers, key stakeholders as well as populations in the region. Under direct supervision of the COBSEA Coordinator, the consultant will direct and create material to communicate the outcomes of the project, including the case studies and sectorial guidance. Specifically, the Consultant will perform the following tasks: 1. Develop a 3-page communications strategy for COBSEA's RAP MALI; 2. Developing 5 videos showcasing 4 good practices and 1 sectorial guidelines for addressing land-based marine litter (3-5 minutes each); including any animations; 3. Develop 5 short videos for social media to create awareness (1 minute each); 4. Design 4 case studies, and 1 sectoral guideline. 5. Developing event posters and social media wall to promote a plastic pollution event 2025 (\"PPE\" - name of event to be decided) and Bangkok Ocean's Week. Qualifications/special skillsA first level university degree in communications is required. • At least 5 years of videography/multimedia experience. • Exceptional video editing skills across the Adobe suite (Premiere, After Effects, Illustrator). • Strong knowledge of frame rates, codecs, proxies, colour grading, audio mixing. • Photography product experience. • A strong understanding of creating engaging content that performs well across various platforms – short/social, medium and long formats is desirable. • Exceptional skills in graphic design and visual communication, including the creation of infographics, visual aids, and other supporting graphics for effective content presentation • Experience in developing knowledge products on environmental knowledge is desirable. • Previous involvement in and knowledge of Regional Seas and/or COBSEA work is desirable. SPECIAL KNOWLEDGE & SKILLS: • Experience in East Asian Seas region including national environment policy/legislative frameworks and processes; • Excellent communication skills • Excellent analytical and problem-solving skills; • Excellent planning and organizing skills; • Professional work attitude and good communication skills.
