Introduction and Context:
The Department of Basic Education (DBE), in collaboration with key partners, is convening a high-level Government-led Indaba on Menstrual Health and Sanitary
Dignity on 30th May 2025, in alignment with World Menstrual Hygiene Day. The Indaba seeks to address systemic barriers to universal access to menstrual products and facilities through a whole-of-government approach, with contributions from multiple departments and sectors. UNFPA South Africa Country Office is one of the key partners supporting the event. To ensure a well-documented and analytically sound record of this strategic engagement, UNFPA is seeking the services of a rapporteur to document the proceedings, consolidate key deliberations, and prepare a comprehensive summary report of the Indaba.
Purpose of the Consultancy:
The purpose of the consultancy is to provide rapporteur services to UNFPA for the government-led Indaba on Menstrual Health and Sanitary Dignity on the 30th of
May 2025.
Scope of Work:
The Consultant will work under the supervision of the Adolescent and Youth Specialist to:
Capture and document:
● Key points, decisions, and departmental commitments
● Thematic insights from plenary and breakout sessions
● Reflections and recommendations by the government, development
partners, civil society, and youth representatives
Draft a comprehensive summary report that includes:
● Context and purpose of the Indaba
● Detailed summaries of each session
● Synthesized commitments and agreed actions
● Reflections on policy, implementation, and innovation pathways
● Annexes with attendance list and programme
Submit:
● Draft report within 7 days of the Indaba
● Final report within 10 days of receiving feedback
Deliverables:
A final report detailing consolidated reflections, specific recommendations, and a clearly outlined list of key decisions and next steps resulting from the Indaba.
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
● Participate in an inception meeting to agree on roles, responsibilities, and the templates for capturing the deliberations of the Indaba on 23 May
● Rapporteur on the deliberations of the Indaba on Menstrual Health and Sanitary Dignity on May 30th, 2025.
● Submit final electronic report by 13 June 2025
Place where services are to be delivered:
Virtual: Pre-preparation of reporting template and background information. And also post the event consolidation of the event repot.
In- person (Venue TBC): During the event on the 30th of May, capturing the processes and engagements.
Required expertise and qualifications and competencies, including language requirements:
The consultant must have an advanced degree in communication, journalism, public health, and development studies.
The consultant must have a recognized track record in rapporteuring high-level
meetings or conferences, preferably related to public health, gender equality, or
adolescent development, including experience with UN or Reference Group related
meetings.
Inputs
● Consultant to have his/her own laptop
● UNFPA will provide the consultant with a copy of the final concept note,
presentations and recordings of the session.
