About NRC:
The Norwegian Refugee Council (NRC) is a non-governmental humanitarian organization with 75 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, food security, livelihoods, legal Assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 6000 committed and competent employees involved in projects across four continents. NRC runs the world's largest standby roster, NORCAP, with 650 professionals ready to be deployed on 72 hours notice when a crisis occurs.
NRC in the Islamic Republic of Iran:
NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 10 provinces in Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counseling, and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in the country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives among INGOs to improve the rights of the displaced. Following several recent breakthroughs, NRC Iran is scaling up substantially its activities in support of the Government of Iran's efforts towards an estimated 3,6 million Afghans residing in the country and is expanding its programme unit.

Role and responsibilities
The purpose of the assistant position is to assist in the day-to-day implementation of the food security and livelihoods projects. The following is a brief description of the role:
Generic responsibilities
Ensure adherence with NRC policies, tools, handbooks and guidelines Assist with the Implementation of the LFS portfolio according to strategy, proposals, budgets and plan of action Prepare and develop periodic progress and status reports as required by LFS Team Leader Ensure that projects target project participants most in need, and explore and assess new and better ways to assist Ensure proper filing of documents Promote and share ideas for technical improvement especially with regards to targeting and inclusion of most vulnerable project participants Promote the rights of refugees in line with advocacy strategy Identify and report protection needs and gaps, explore and propose new and safer ways to assist
Specific responsibilities
Assist LFS Team in conducting the activities designed for the implementation of Livelihoods and Food Security projects including provision of cash assistance, income generation activities and vocational training Conduct field visits in coordination with local authorities and partners Conduct the whole process of vulnerability assessment through NRC tools and regulations Ensure that procurement, development and distribution of materials and equipment are timely and in accordance with NRC procedures and proper documentation of project files Contribute to the collection of outcome level data for the activities in the area, through phone-based surveys and field visits Keep record of the projects’ reports, documentation, and archiving Entering beneficiary data into NRC database Engagement in other required activities for implementation of projects
In coordination with the Integrated Programming Team with the line manager, the Technical Assistant will support on:
Carrying out processes and procedures related to assessment, including identifying and seeking guidance as needed for complex cases Provide updates on relevant CC activities when requested and remain informed of other CC activities, so to be able to provide information about NRC’s activities, if needed Carrying out processes and procedures related to conducting vulnerability assessment; in collaboration with IP team; including conducting interviews with the target group Providing input for continuous improvement of the assessments conducted by NRCCritical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
Maintain coordination for all arrangements with other CCs as well as support units Liaise with local authorities, partner staff, beneficiaries, Afghan focal points and where applicable, external contractors Coordinate field visit and activities with all other Core Competence teams Liaise with local authorities, Afghan refugee communities and Afghan focal points and relevant public and private partners at field level Monitoring and Reporting: M&E Officer Integrated Programming Team: IP Officer; CC Assistants Professional competenciesThese are skills, knowledge and experience that are important for effective performance.
Generic professional competencies:
Experience of working as a project Assistant in the humanitarian/recovery context Previous experience working in complex and volatile contexts is an asset. Documented results related to the position’s responsibilitiesContext/ Specific skills, knowledge and experience:
University bachelor’s degree preferably in development studies, Social sciences, Entrepreneurship, Economy, marketing, Business Administration, Industrial Management/ engineering or other relevant subjects. Excellent communication and interpersonal skills; Updated Knowledge of the refugee context in Iran and Afghanistan is an asset Working experience and engagement in any of business planning, business model design, startup development and vocational training, preferably in humanitarian sector is an asset. Experience in projects related to empowerment of community and self-reliance of vulnerable households is an advantage.
