POSITION TITLE: IT Officer LOCATION: Dhaka, Bangladesh PROJECT: USAID ClimAct Activity GROUP: Environment and Energy REPORTS TO: Procurement and Operations Manager BACKGROUND: The United States Agency for International Development (USAID) funded ClimAct Project is a 5-year Project that aims to generate systematic and transformative change for Bangladesh’s transition to net-zero, climate resilient Development. The Project is implemented by Winrock International and will work closely with the Ministry of Environment, Forest and Climate Change (MoEFCC) and other Ministries, Government Entities, Private Sector and Financial Institutions, NGOs, CSOs, Academic and Research Organizations, Youth Networks and Local Government Institutions (both Urban and Rural). Winrock International is recruiting an IT Officer to help ensure smooth IT support for all ClimAct project staff. The ideal candidate will maintain close contact with Winrock’s IT Service Desk and local IT Coordinator and oversee delivering Information Technology and driving day-to-day issue resolution in order to meet the IT technology requirements for the Activity. ESSENTIAL RESPONSIBILITIES The IT Officer is responsible for the following principal duties and responsibilities: Manage, maintain and test the network security and virus-free IT environment. Create, maintain and close the organizational email accounts (staff and group email). Manage the Local Office Network for smooth, uninterrupted communication. Manage and maintain a centrally controlled Data Center and user management system to facilitate proper IT security. Recommend and potentially implement new products, services and equipment to best support current and future needs. Ensure risk, regulatory compliance, and other analyses for proposed solutions. Work closely with the Supervisor and manage IT-related vendors and service providers. Plan the procurement of necessary IT equipment pursuant to organizational needs. Provide technical input necessary for publishing RFP/RFQ/RFA for IT and technically evaluate proposals by vendors for IT and/or other electronic equipment. Ensure security of network system, and compliance in Winrock’s IT related policy and procedures regarding data sharing, confidentiality, and use of licensed software. Manage and maintain IT assets in an auditable manner. Provide day-to-day IT trouble shooting assistance to staff and solve IT problems in a timely manner. Help project team at the time of disposition of the IT commodities. Experience in creating AI files and formatting project reports/documents shall be an added qualification. All other duties as requested by the supervisor, DCOP - Operations and Chief of Party. QUALIFICATIONS Bachelor’s degree in computer science or related. Candidates of other degree but having long practical experience in IT field shall also qualify. Minimum four years’ experience in IT in any International or Development organization. Proven ability to maintaining Local Office Network, IT trouble shooting, Microsoft Office packages, office 365 including databases and spreadsheets. Ability to communicate, negotiate, advise and resolve issues that are complex and sensitive in nature. Self-motivated and able to follow through to the end of assignments while meeting goals and deadlines. Experience with USAID and working in a multi-cultural environment is preferred. Strong organizational and work prioritization skills. Ability to work both independently and as part of a team. OTHER: This position is open to qualified Bangladesh Nationals only.
